Duties Description An Associate Unemployment Insurance Hearing Representative, under the supervision of a Supervising Unemployment Insurance Hearing Representative, supervises subordinate staff and reviews contested determinations made by Unemployment Insurance offices. The duties include: reviews, prepares and represents the Commissioner at Unemployment Insurance Administrative Law hearings; gives technical advice, assistance and training to subordinates; ensures staff compliance with agency policies, procedures and standards; reviews Referee decisions; works with the Referee Section to schedule hearings; and analyzes staff recommendations for appeal of Referee decisions to determine need for possible appeal.

Minimum Qualifications Competitive Minimum Qualifications:

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Associate Unemployment Insurance Hearing Representative if you have less than one year, you must be reachable on the current Associate Unemployment Insurance Hearing Representative eligible list for this location, if one exists.

PROVISIONAL QUALIFICATIONS:
An employee with one year of permanent competitive service as a Senior Unemployment Insurance Hearing Representative, may be eligible for provisional appointment pending examination.

52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Senior Unemployment Insurance Hearing Representative, Gr-20. In accordance with Section 52.7 of the Civil Service Law, if 3 or fewer qualified Department of Labor Senior Unemployment Insurance Hearing Representative’s respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examinatin.
