Duties Description The Senior Attorney for Renewable Energy Siting will work in the Siting and Telecommunications Section of the Office of General Counsel (OGC) and work on cutting-edge, legal issues regarding energy, including implementation of the provisions of the Climate Leadership and Community Protection Act (CLCPA) applicable to the Public Service Commission (Commission). Under the direction of the Managing Attorney, duties would include but are not limited to:
• Working with the Managing Attorney to implement uniform training practices for lower-level attorneys.
• Analyzing applications and supporting exhibits and documentation for major renewable generation projects, most of which are related to delivering clean energy to load, and/or major policy initiatives related to implementation of the CLCPA, including achieving the State’s renewables and energy efficiency goals, gas transition, and electric vehicle charging.
• Ensuring that all Office processes are carried out lawfully and in conformance with the procedural requirements of the Public Service Law, the State Administrative Procedure Act, the CLCPA, the State Environmental Quality Review Act, and the Public Officers Law.
• Analyzing issues, studying the law, and when appropriate, preparing cross-examination of witnesses in administrative hearings.
• Providing legal advice to the Managing Attorney and the Executive Director of the Office of Renewable Energy Siting & Electric Transmission (ORES) on legal issues impacting ORES.
• Supervising lower-level attorneys in reviewing electric generation permitting and working with technical staff to ensure full and complete review of applications.
Minimum Qualifications Candidates must have a law degree and five years of progressively responsible experience as an attorney in any combination of the following:
• In a governmental regulatory agency, analyzing applications and petitions for agency action, including areas such as analyzing legal issues, drafting orders, and researching and interpreting complex areas of regulatory law.
• Practicing in general administrative, energy, or environmental law, analyzing legal issues, litigating agency cases, and researching and interpreting complex areas of regulatory law.
• Experience managing staff and/or other attorneys in an administrative law or regulatory context.
Must be admitted to the New York State Bar.

Remarks:
Salary will be commensurate with experience. The primary location for this position is Albany, NY with at least 5% travel. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
