Duties Description Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.
The Department of Civil Service (DCS) is recruiting to fill multiple Project Manager 3 positions in the Project Management Office (PMO) with in the Division of Strategic Planning and Innovation (SPI). Under direction of the Project Manager 4 within the PMO, the Project Manager 3 will perform specific duties.
Specific duties to be performed may include, but are not limited to, the following:
• Develop detailed scope statements, and document project requirements for complex projects by eliciting business goals, information needs, and relative priorities from end users, subject experts and others.
• Balance resource alternatives and potential solutions.
• Develop a project schedule including identifying and scheduling project deliverables, milestones and required tasks using project scheduling software.
• Document and present resource needs to agency management and coordinates project activities with those of program areas.
• Design and implement quality metrics to analyze project performance.
• Develop project communication plans.
• Compile detailed project reports and communicate project status to stakeholders.
• Direct or coordinate the activities of project staff.
• Identify risks and their potential impact on the project.
• Manage contract relationships.
• Make decisions on changes in project schedule.
• Perform tasks to advance the programmatic goals of the PMO, such as analyzing the performance of projects in a project portfolio or inventory.
• Conduct training on advanced project management topics, such as quality management, and risk analysis; plan and conduct project analysis sessions, such as project close-outs and Joint Application Design (JAD) sessions.
• Implement approved projects that align with the strategic plan for DCS to support organizational goals. Collaborate with senior management to align technology initiatives with overall business objectives.
• Manage project teams along with business owners and stakeholders to ensure that project deliverables and timelines are met.
• With project stakeholders, oversee the design and develop and evaluate alternative business processes to ensure that requirements are correct.
• Assist in prioritization of business process changes to maintain system functionality and efficiencies. Establish timetables which identify project milestones and set implantation goals for projects.
• Coordinate DCS approved Projects and ensure the timely flow of information between the PMO and the various agency stakeholders.
• Participate as a member of the project teams along with business owners and stakeholders assessing and planning conversion/expansion of existing agency applications, products, and data.
• Assist in data governance practices to ensure data integrity, security, and compliance with relevant regulations.
• Assist in design and implement automated workflows to enhance operational efficiency in SPI processes. Develop and maintain documentation for automated processes to ensure clarity and facilitate training.
• Assist the analysis and revise flow charts, process models and technical specifications describing current and/or future IT systems and business processes, to include the impact of proposed process improvement initiatives.
• Assist in the prioritization of business process changes to maintain system functionality and efficiencies and establish timetables which identify project milestones and set implantation goals for projects.
• May supervise and perform a full range of supervisory functions for lower-level staff.
• May manage project budget using project cost estimating tools.
Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Project Manager 3, if less than one year, you must be currently reachable on the Project Manager 3 eligible list for the Albany location if one exists.
COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Project Manager 3 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Project Manager 3 exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Project Manager 2.
NON COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.
The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Project Manager 2.
SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 23. To be considered, you must provide a copy of your letter of eligibility with your response.
