Duties Description Under the general supervision of the Executive Director of the Office of Renewable Energy Siting & Electric Transmission (ORES), the Deputy Director of Transmission will be responsible for the management, administration, and coordination of the work of the Transmission Section of ORES. Specific duties include, but are not limited to, the following:
• Serving as an advisor and consultant to the Executive Director on issues related to policy, environmental review and permitting of major electric transmission facilities, and the transmission industry.
• Supervising a portfolio of permit applications and environmental compliance activities for major electric transmission facilities.
• Managing and directing the staff of the Transmission Section including recruitment and development activities.
• Coordinating with the Deputy Director of Generation and the ORES leadership team to manage technical reviews conducted by staff throughout ORES for major electric transmission facilities and environmental compliance activities.
• Planning, organizing, directing, and coordinating the complex technical work related to siting permit reviews for transmission projects including determining completeness with ORES policies and regulations, drafting and publishing permits for comment, participating in public adjudicatory and non-adjudicatory hearings, and review of public comments received on applications.
• Coordinating the work of ORES with other Department offices in the execution of analyses, studies, reports, and plans related to transmission planning and project development.
• Providing technical assistance and support to other offices and the Department.
• Representing the Department and ORES at hearings, conferences, meetings with Federal agencies, and other external stakeholder meetings.
• Working with energy policy makers from other State agencies and authorities to implement the State’s energy policy goals.
• Managing, coordinating, and advising on issues relating to the internal operation of ORES.
• Driving process improvements to streamline operations, leverage technology, and manage resources.
• Overseeing the preparation of ORES permits, rules, and regulations to ensure compliance with requirements of law.

Minimum Qualifications Bachelor’s degree and nine years of relevant progressively responsible professional experience*, including at a policy making and managerial level, in matters related to development of infrastructure, energy regulations, or siting of major energy transmission projects. This experience must include at least four years in a managerial** capacity.

Preferred qualifications include: knowledge of New York's renewable energy industry; experience in communicating with senior government officials and multi-agency project management and development; a demonstrated track record of meeting strict deadlines; ability to seamlessly work across the strategic, operational, public relations, communications, and administrative aspects of the Deputy Director of Generation role; and experience in siting of major infrastructure, and/or transmission projects under the National Environmental Policy Act (NEPA), the State Environmental Quality Review Act, Public Service Law (PSL) Article VII, and/or PSL Article 10 or similar statutory framework from either the public or private sector.

* Substitutions: four years of specialized experience or an associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized non-managerial experience; Ph.D. may substitute for two years of specialized non-managerial experience.

** Managerial experience includes having responsibility for determining and prioritizing the workload of a unit or section, the management of subordinate professional employee supervisors, including assignment of tasks, employee training and development, evaluation of their performance and time and attendance, making recommendations on hiring and other human resources actions, and participating in long-range planning for the office.

The Department’s Office of Renewable Energy Siting and Electric Transmission (ORES) is a one-stop-shop for the environmental review and permitting of major renewable energy and transmission facilities in New York State. ORES is charged with speeding up the siting and permitting of major renewable energy and transmission facilities to accelerate the build-out of New York’s clean grid in order to meet the State’s renewable energy objectives while protecting the environment and responding to community concerns through the consideration of all pertinent social, economic, and environmental factors, including environmental justice, while providing opportunity for local government and community participation in the permitting process.

Remarks:
Salary will be commensurate with experience. The primary location for this position is Albany, NY with up to 15% travel. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position would serve at the pleasure of the appointing authority. Appointment to this position is contingent upon Division of Budget approval.
