Duties Description Under the supervision of a Tax Regulations Specialist 2, the Tax Regulation Specialist 1 must be able to perform the following essential functions:
· Draft guidance documents such as forms, returns, instructions, reports, technical memorandums, tax bulletins, publications, web pages, FAQs, applications and other documents for use by the public and Department personnel, and update the guidance document tracking system;
· Interpret provisions of the Tax Law and regulations to provide guidance to taxpayers and Department personnel;
· Meet with taxpayers and/or their representatives and other department staff to explain Tax Law, regulations or related Department policy;

· Maintain up-to-date knowledge of applicable law, policies and procedures, computer applications and various resource tools;

· Review for technical accuracy and draft comments on court decisions and on proposed regulations, legislation, and advisory opinions related to their impact on Department policies and operations;

· Communicate effectively, both verbally and in writing, in response to technical inquiries from legal representatives, taxpayers, or other department staff, and update the contact database;

· Navigate various computer systems, applications and electronic reference tools; perform legal research using a variety of electronic and/or manual resource tools;

· Maintain up to date knowledge of pertinent technical, legal, policy and economic developments; read pertinent articles appearing in tax journals;
· Speak before taxpayers, tax practitioners and Department personnel to explain various aspects of the Tax Law, Regulations and Department policy;
· May supervise and train subordinate staff;
· Adhere to Department policies and procedures, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules and discipline procedures;

· Adhere to the Department's time and attendance rules and regulations; and

· Perform such other duties as are necessary for the efficient operation of the unit or that may be assigned by the TRS2 or TRS3. These duties will vary depending upon the unit to which the Tax Regulation Specialist 1 is assigned.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

Within a year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
-Six years of accounting, auditing or tax examination experience. Substitutions: an associate’s degree including or supplemented by 6 semester credit hours in accounting, auditing and/or taxation may substitute for two years of experience. A bachelor’s degree including or supplemented by 6 semester credit hours in accounting, auditing, and/or taxation may substitute for four years of experience.
