Duties Description •Develop and/or review procurement packages, including Requests for Applications, and other procurement methods, such as single source, non-competitive Legislative Initiatives, and purchase orders.
• Employ procurement approaches that are effective, appropriate, and comply with all requirements of State Finance Law and Procurement Guidelines. Ensure that all State procurement laws and rules are followed in a correct and consistent manner.
•Review and evaluate Request for Applications and work with programs to ensure the eligibility questions, scoring tools, method of award and other key components will result in a successful procurement that will ensure grants are in accordance with various program regulations, as well as State Finance Law.
•Applicant will be trained to have a broad knowledge of various procurement methods. Incumbent must ensure that sufficient time is allowed to complete the development of the procurement process.
•Applicant will be trained in SFS Grants Management System, for the purpose of building competitive bid events, awarding contracts from a competitive bid event, awarding contracts non-competitively, and contract routing and execution requirements.
•Monitor the progress of contract approvals to ensure that contracts proceed expeditiously through the approval process, by providing timely and thorough review of the contracts and required supporting documentation..
•Assist with the resolution of any issues/problems that arise in relation to specific contracts. Communicate with staff at control agencies (Attorney General and Office of the State Comptroller) to address questions or concerns they have regarding contracts submitted for their review and approval.
•Coordinate with other Department staff who have procurement/contract-related responsibilities (such as Legal, MWBE, Budget, Expenditures).
•Develop guidance for Department staff that is up-to-date, thorough and user friendly.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
or
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
or
Eligible for transfer under Section 70.1: For Trainee 1appointment: Permanent competitive service as an Administrative Analyst Trainee 1, Administrative Specialist Trainee 1, Budgeting Analyst Trainee 1, Business Systems Analyst Trainee 1, Grants Administrator Trainee 1, Human Resources Specialist Trainee 1, Payroll Analyst Trainee 1, and Real Estate Specialist Trainee 1. Additional titles which qualify, can be found on the Department of Civil Service website.
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
