Duties Description As an Office Assistant 3 (Human Resources), you would be responsible for various aspects of personnel clerical tasks and perform a variety of personnel operation support tasks such as maintenance of personnel records, composing letters and memoranda, recruiting staff, setting up interviews, orienting new employees, monitoring probationary and performance evaluations, monitoring leaves, processing payroll and benefit transactions, informing payroll of employee status changes, processing records and forms for new and existing employees, and advising supervisors and employees of benefits, Civil Service Rules and Regulations, and agency personnel policies. In addition, you may also supervise clerical employees engaged in the performance of these duties.
Minimum Qualifications Open to qualified New York State employees only
Candidates must be reachable for appointment on the current Civil Service eligible list for the title;
OR
Transfer Opportunity – Candidates must have permanent status as an Office Assistant 3 (Human Resources), Grade 14, and be eligible for lateral transfer; OR, be eligible for transfer via Section 70.1 of Civil Service Law. To qualify for Section 70.1 transfer, candidates must have at least one year of permanent status in a title approved for transfer by Civil Service within two salary grades of the Grade 14 level.

Provisional Opportunity – Candidates who meet the following promotion qualifications may be provisionally appointed:
Candidates must be a qualified employee of New York State and have at least one year of permanent competitive or 55-b/55-c service as an Office Assistant 2; or one year of permanent service in a clerical, keyboarding, or paraprofessional title allocated to Grade 7 or higher. Candidates appointed provisionally must take the next scheduled Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.
