Duties Description The Organization:
The New York State Office of Parks, Recreation and Historic Preservation oversees more than 250 parks, historic sites, recreational trails, golf courses, boat launches and more, which were visited by 88.3 million people in 2024. The mission of the Office of Parks, Recreation and Historic Preservation is to provide safe and enjoyable recreational and interpretive opportunities for all New York State residents and visitors and to be responsible stewards of our valuable natural, historic and cultural resources.
Duties Description:
The Human Resources Bureau provides a full suite of services for OPRHP business units in Administration, Operations, Historic Preservation, Environmental Stewardship and Planning, Capital Planning, Intergovernmental Affairs, Health & Safety, and Law Enforcement. This position is responsible for all operations and functions of the Staffing and Classification Unit within the Human Resources Bureau and provides high-level advice to agency managers and executive staff on issues pertaining to staffing, appointments, recruitment, examinations, classification, compensation, as well as the application of Civil Service law, rule, and regulations.
Duties include but are not limited to:
• Aligns strategies of the Staffing and Classification Unit with executive management’s organizational goals.
• Advises the Associate Director Human Resources 3 and the Director of Human Resources Management 5 regarding development of classification and compensation plans for the agency.
• Develops and maintains the proposed examination program for the agency.
• Sets the priorities for staff for pending or competing requests for information or services, such as classification and staffing actions.
• Intervenes with the control agencies to expedite approval of critical staffing and classification requests where necessary.
• As assigned, represents OPRHP on workgroups, committees and in other forums related to classification, staffing, recruitment and placement of staff, payroll issues, and talent management.
• In collaboration with the Associate Director Human Resources 3 and the Director of Human Resources Management 5, drafts and / or reviews OPRHP human resources policies and procedures for adaptation and/or implementation of statewide human resources policies, laws, rules, and regulations.
• Supervises and directs staff in the Staffing and Classification Unit.

Minimum Qualifications: one year of permanent service as a Human Resources Specialist 2 or Associate Director Human Resources 1.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Associate Director of Human Resources 2.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as an Associate Director of Human Resources 1. If three or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of an eligible list, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent service as a Human Resources Specialist 2 or Associate Director Human Resources 1.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to
be appointed permanently.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 25 / M-1 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
