Duties Description The Office of Mental Health (OMH) is recruiting to fill a Program Research Specialist 2 (Criminal Justice), G-23, position in the Division of Forensic Services (DFS), Bureau of Forensic Evaluations Research and Data Analytics (BFERDA). DFS is responsible for managing, directing, overseeing and monitoring State mental health services to individuals involved with the criminal justice system, including: individuals with mental illness who are receiving inpatient, outpatient or community based services pursuant to Criminal Procedure Law (CPL) and Correction Law (CL); and sex offenders who are found to have a mental abnormality and confined to an OMH secure treatment facility, or released to strict and intensive community supervision and treatment, in accordance with Article 10 of the Mental Hygiene Law (MHL). BFERDA works to assist the bureaus within the DFS by providing database support, performance evaluation data, and ad hoc data analysis/reports to support the DFS’s mission and goals. This incumbent will oversee the day-to-day management of and ongoing enhancements to an application to that supports the MHL Article 10 (Sex Offender Management and Treatment Act) initiative and collect and evaluate data related to its implementation. Specific duties to be performed may include, but are not limited to, the following:

Lead the design and management of the Sex Offender Management System (SOMS) database and provide database support to other forensic applications.

Develop and recommend adjustments to data systems to ensure policy and program decisions are made based on accurate information.

Monitor and evaluate changes in program performance data, identify differences and propose solutions for corrective actions.

Develop specs and work with the Office of Information Technology Services (ITS) development team to ensure forensic applications meet user needs.

Train users on use of the application and provide testing support and preparation of test cases.

Work with ITS to further develop the electronic data management system.

Prepare comprehensive written reports containing analysis and interpretation of SOMS data for internal and external use.

Research evidence-based practices related to sex offender risk assessment, treatment, and supervision and develop best practice summaries for use by DFS staff.

Prepare bed census reports and provide consultation to DFS management regarding bed census/population growth issues.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of criminal justice system topics, including crime; criminal justice trends; adult and youth case processing; incarceration; community supervision; recidivism; offender risk and/or reentry; correctional programming and impact of programming on crime factors; and/or performance indicators developed by State criminal justice agencies.

A J.D. or master's degree may substitute for one year of the experience; a doctoral degree may substitute for two years of the experience.

Transfer Opportunity:
Candidates must have permanent status as a Program Research Specialist 2 (Criminal Justice) and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.

Preferred candidates will have a strong background and research experience in criminal justice, forensic mental health, and/or diversion programs.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
