Duties Description The Plant Utilities Engineer 3 will be assigned to Griffin Laboratory and will be responsible for planning, directing, and coordinating the safe operation of the 20 buildings across the Griffin Laboratory campus, including high-pressure boilers, chillers, clean steam generation, HVAC, emergency generators, energy management, and rounds to monitor equipment, building systems, and life safety systems. The incumbent will supervise subordinate staff; plan, direct, and coordinate activities involving systems maintenance, health and safety issues, and energy conservation; provide training, instruction, and assistance to staff to ensure the proper use of materials and equipment, quality of workmanship, and compliance with safety regulations and codes; review material estimates, parts needs, and costs, and approve the ordering of materials, equipment, and parts; develop, maintain, and update technical manuals and specifications; develop, implement, and maintain procedures; plan, develop, and implement energy conservation protocols; and develop and recommend operating budgets to higher-level staff.
Minimum Qualifications Transfer: NYS employee with one year or more of permanent or contingent-permanent competitive service as a Plant Utilities Engineer 3 (G-19) and eligible for transfer under Section 70.1 of the Civil Service Law.
Preferred Qualifications: The preferred candidate will be familiar with the specialized needs of a health-related and/or laboratory facility. Proficient in general energy conservation methodologies in a laboratory setting, laboratory capital equipment, specialized HVAC systems, and building management systems. Familiar with systems necessary to provide laboratory services, i.e., deionized water, specialty gases, and vacuum systems. Experience overseeing preventive maintenance programs and emergency response efforts in case of plant system and/or utility provider failures, backup power, and generator systems. Experience with shift work and supervising multiple employees, as well as coordinating contract employees and employee training. Experience with arc flash and lockout-tagout procedures.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
