Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 3, Grade 25, position in the Hudson River Field Office (HRFO). Under the guidance and general direction of the Mental Health Program Specialist 4, Deputy Director of the Hudson River Field Office, the Mental Health Program Specialist 3 position will serve as the Hudson River Regional Director of Assisted Outpatient Treatment (AOT) and will provide leadership functions in support of AOT implementation, forensic services and crisis management to ensure uniformity and conformance to policy and regulation, and provide a consistent and timely response to stakeholders, recipients, and families in the sixteen county Hudson River Region.

The specific duties include, but are not limited to, the following:

• Manage, supervise, and direct a multidisciplinary team to perform activities specific to the implementation of Kendra’s Law and Assisted Outpatient Treatment (AOT) and Crisis Intervention Services, in accordance with Mental Hygiene Law 9.60, guidance and associated regulations as key components of New York’s public mental health system.

• Schedule, coordinate, conduct and track AOT verification reviews or program site surveys to ensure regulatory compliance, adherence to monitoring and reporting requirements and the quality-of-service provision. Direct or maintain the currency of databases.

• Act as the regional liaison for Crisis Intervention, Forensic Services and Health Home Plus Care Coordination, providing education and technical assistance and guiding problem resolution. In collaboration with Field Office colleagues provide oversight and monitor of service implementation and ongoing management of these services.

• Broadly oversee the continuum of these services in the sixteen-county region and, through the active participation in statewide meetings, convey similarities and differences between regional and statewide delivery.

• Formulate and recommend policies, procedures, standards, and regulations to the Field Office Director, Deputy Director, and OMH Executive Level staff regarding regulations, standards compliance, and local implementation of various initiatives.

• Identify regional access and delivery system strengths and challenges, communicating trends and service gaps to OMH Field Office and Central Office Leadership.

• Lead, assign and provide oversight of the special review of significant incidents. Provide support to Field Office colleagues to ensure the timely management and effective resolution of concerns requiring response.

• Chair regional meetings offering technical assistance. Communicate, directly or through staff, OMH policy and initiatives to local government units (LGU’s), clinical providers, hospitals, and provider coalitions related to programmatic and standards compliance activities in the Hudson River region.

• Collaborate with the Local Government Unit (LGU) on the monitoring of services to individuals on an AOT order, transitioning from forensic services or utilizing crisis services, encourage the linkages to the county system of care. Assess training need and provide education to counties, local court system and the provider community.

• Provide programmatic consultation to County leadership specific to adult services; triage inquiries and direct certification related topics to the Field Office licensing unit/county liaison staff as warranted.

• Disseminate information related to evidence-based practices, important changes in the field, and OMH's efforts to transform systems of care. Assist in the identification of champions and challenges.

• Represent OMH at meetings and task forces with external agencies, mental health advocacy groups, and trade organizations and communicate strategies and information to Hudson River Field Office.

• Recruit, train and supervise subordinate staff. Assign and review work and monitor completion of assignments. Conduct performance evaluations and address any deficiencies with appropriate staff.

• Act as an integral part of the Field Office management team, supporting operations, staff and regional needs.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or Section 70.1 of the Civil Service Law.
