Duties Description This position is in the Bureau of Finance and Administration and reports to the Director of Finance within the New York State Office for the Prevention of Domestic Violence. The Contract Management Specialist 2 will be actively involved in the fiscal and programmatic oversight of the agency contract portfolio. Additional responsibilities will include vendor outreach, drafting of procurements, and supervision of contract management staff.
Job Responsibilities:
• General administrative oversight of the agency contract portfolio including the Enough is Enough program, Survivors Access Financial empowerment (SAFE), and the NYS Domestic and Sexual Violence Hotline.
• Provide guidance on agency spending through appropriate control systems and/or agencies including OSC, DOB, and SFS.
• Perform routine administrative processes associated with agency contracts, review contractor performance and compliance.
• Perform contract monitoring tasks including addressing any necessary contract modifications.
• Publish contract and procurement requirements for bidders.
• Monitor voucher payment process for assigned contracts.
• Develop, evaluate and/or review contracts, Requests for Proposals (RFPs), Invitation for Bids (IFBs), Requests For Qualifications (RFQ’s), Requests For Information (RFI’s), Requests for Application (RFA’s), Sole/Single Source Procurements, and other related financial documents.
• Propose changes to existing program guidelines or assists in the development of new guidelines.
• Participate in the bidder debriefing session.
• Conduct or direct research into prevailing industry trends and prices.
• Perform the full range of supervisory duties for Contract Management staff, such as performance evaluations, time and attendance, and staff training.
• Other duties as assigned.
Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Preferred Qualifications:
• Bachelor’s degree or higher AND two or more years of professional experience managing contracts and related budgets, including one or more of the following areas:
• Negotiation with contractors and vendors.
• Fiscal management including bidding, payment, analysis, and fiscal reporting.
• Contract development including developing requests for proposals.
• Contract execution including securing signatory approval from control agencies.
• Monitor and review contract terms.
• Supervisory experience preferred.
• Expertise in New York State governmental affairs, non-profit grant administration, and experience in the field of domestic violence service provision.
• High proficiency with Excel, SharePoint, and the Statewide Financial Systems (SFS) is preferred.
• Preference may be given to candidates with budgeting experience.
