Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services (DFS) is seeking candidates for the position of Supervising Attorney Financial Services in the Office of General Counsel. Under the supervision of a Deputy General Counsel, the Supervising Attorney’s duties include, but are not limited to, the following:

• Researches and analyzes the State Finance Law, Financial Services Law, Insurance Law, Office of the State Comptroller’s Guide to Financial Operations, Procurement Council Guidelines, Executive Orders, and other legal sources as they relate to procurement.;
• Provides expert legal advice to the Department regarding all aspects of procurement, including the interpretation and implementation of laws, rules and regulations as they pertain to procurement;
• Develops and approves legal strategies for sensitive procurement matters;
• Works with the Department’s Office of Financial Management to ensure all procurements are legally sufficient;
• Reviews and approves all forms of Department procurements on behalf of Office of General Counsel;
• Communicates and negotiates with outside attorneys about procurements;
• Assists the Office of the Attorney General in representing the Department in both affirmative and defensive litigation relating to procurement;
• Oversees implementation of all consultant contracts for the examination of insurers as described in the Financial Services Law, including selection of consultants, negotiation of contracts and payment of invoices; and
• Supervises and trains legal, paralegal, and support staff assigned to the Office of General Counsel.

Minimum Qualifications Appointment Method:

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law. Please Note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.
