Duties Description The Testing Services Division is responsible for the development, administration, evaluation, scoring and validation of civil service tests provided to State agencies and local jurisdictions to hire and promote employees. To better serve New Yorkers and make examinations more accessible and convenient for all, the Department is in the process of opening state operated computer-based testing centers and transforming the future of the examination program. This position will help play an important role in ensuring the success of this new approach to examinations.
The Human Resources Specialist 2 (Testing) in the Testing Services Division will be responsible for developing Civil Service tests for state and local titles in the areas of public safety and emergency services, including the entry-level, lower-level, and higher-level fire service titles. The duties of this position will include but are not limited to the following:
• Planning, preparing, and evaluating tests using a variety of formats, including multiple-choice, evaluation of training and experience, job simulations, constructed responses, and performance.
• Collecting and analyzing job information for use in developing and documenting appropriate test plans.
• Writing, editing, reviewing, and proofing test material; analyzing test results and preparing scoring recommendations in accordance with established consent decrees.
• Providing direct supervision to Unit staff which includes assigning and reviewing staff work; developing and evaluating staff; and coordinating Unit work in line with the Division’s program.
Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Testing), if less than one year, you must be currently reachable on the Human Resources Specialist 2 (Testing) eligible list for the Albany location if one exists.
COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.
For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.
PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Human Resources Specialist 2 (Testing) position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 2 (Testing) exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are: one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1 (Testing), Human Resources Specialist Trainee 1 (Testing), Human Resources Specialist Trainee 2 (Testing), Senior Administrative Analyst, Administrative Analyst Trainee 1, or Administrative Analyst Trainee 2.
NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.
The minimum qualifications for NCP appointment are: one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1 (Testing), Human Resources Specialist Trainee 1 (Testing), Human Resources Specialist Trainee 2 (Testing), Senior Administrative Analyst, Administrative Analyst Trainee 1, or Administrative Analyst Trainee 2.
SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 21. To be considered, you must provide a copy of your letter of eligibility with your response.
