Duties Description The incumbent of this position will serve as a manager in the CDPAS, PCS and PERS Administrative Oversight Unit in the Bureau of Medicaid Long-Term Care Policy (BMLTC) in the Office of Health Insurance Program’s Division of Program Development and Management. This position will be responsbile for the following functions, but not limited to: Resolving problems by interpreting guidelines and regulations related to community-based long-term care services including PERS; Reviewing documents to ensure compliance with law, rules, or regulations related to community-based long-term care services including PERS. Documents may include, but are not limited to - health care policies, reports, and procedures, contracts and contractor deliverables, Medicaid provider applications, surveys, complaints, critical incident reports, quality and outcome reports, consent and other legal documents, fiscal and administrative reports related to program operations, contractor deliverables; Prepare State Plan Amendments, Directed Payment Templates, Federal Waiver Requests, In Lieu of Services proposals, and other federal approval request documents to meet, modify and advance program goals related to community-based long-term care services including PERS for submission for clearance and federal approval.; Prepare responses to audit inquiries and investigations of community-based long-term care services by gathering and organizing documents; Draft requests and criteria for applications/proposals for service delivery contracts, obtaining input on technical issues and community-based long-term care services program requirements; Prepare recommendations for continuation of funding based on review of grant renewal requests, expenditures on the current contract, statistical and quality review of service provided in the current year, and consultation with technical staff of the program; Prepare narrative reports and correspondence concerning health regulatory/surveillance programs and standards for community-based long-term care services.; Interpret legislation in regulatory form; and/or draft new or revised regulations for review by higher level staff.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 2, G25 OR current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title G23 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Advanced knowledge of Medicaid-funded long-term care services, including CDPAS, PCS, and PERS; Demonstrated experience managing complex state contracts with statewide scope; Familiarity with fiscal and regulatory requirements of personal care programs; Strong leadership, supervision, and stakeholder engagement skills.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
