Duties Description POSITION DESCRIPTION:
The Program Operations Specialist 1 will be required to perform technical activities involving collection, oversight, analysis, and governance of Field Office Operations data supporting the nine units of Field Office activity: Eligibility, Front Door, Waiver, Self-Direction, Crisis, Housing, Fiscal, Property and Quality Management and Technical Assistance. This position will be on the Quality Management/Technical Assistance (QMTA) Unit of the Regional Field Office.
PRIMARY DUTIES AND RESPONSIBILITIES:
TABS Coordinator
• TABS Coordinator - Assist Regional Office staff with Tabs related questions/problems.
• CHOICES Coordinator – Assist Regional office staff with CHOICES related questions/problems.
• Process all changes in Tabs including legal name changes, errors, registering individuals with county changes.
• Register dates of death following verification in IRMA (contact providers to submit DDP1’s to remove individuals from all programs and approve in CHOICES) and f/up with CCO/Waiver Liaison’s.
• Complete and submit Tabs Program Registration Forms to request new program codes for provider’s and to close non-certified programs.
• Monitor Agency DQI reports and status.
• Complete batch non-residential removals/transfers from programs.
• Work to resolve issues related to changes in capacity and program closures set by DQA by following up with providers and DQA as needed.
• Assist voluntary providers with billing issues – follow-up with COF as needed.
• Approve regional staff access to Tabs and assign appropriate roles.
• Process program removals as needed when contacted by other regional offices.
• Run reports as needed to assist agencies with collecting DDP2 scores, etc.
• Run reports for regional office as needed.
• Assign access roles, authorize and submit User Access Forms to IT for regional staff.
• Serve as support for voluntary providers as well as regional staff for questions related to gaining access, technical issues, running specific reports, etc. Run reports as needed to verify whom at voluntary agencies has enabled CHOICES accounts. Provide IT contact info for f/up on submitted user Access Request forms.
• Provide assistance to providers with questions related to completion and submission of forms.
• Run reports as needed to verify program enrollments for specific programs, etc.
• Other duties as assigned.
Records Management
• Participate in monthly Work Group and Monthly Update calls to assist in development of Regional Office Retention Schedule – provide work group chair with info as to current files and estimated annual growth.
• Maintain a record of existing paper files and their location in G drive.
• Once retention schedule is created, determine what records need to be maintained for mandated time period and what records can be destroyed.

Minimum Qualifications MINIMUM QUALIFICATIONS:
• Candidates must be reachable for appointment on the current Civil Service eligible list for this title; OR candidates must have permanent competitive status in the Program Operations Specialist 1 title and be eligible for lateral transfer; OR be eligible to transfer via section 70.1 or 52.6 of Civil Service Law.
Preferred Qualifications:
• A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this service must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.
• Display strong writing, verbal communication, interpersonal, and organizational skills.
• Possess the ability to work independently. Have a working knowledge of and be proficient in the use of a computer.
• Demonstrated expertise in data collection, governance, and maintenance of data integrity.
• Proficiency in spreadsheets and databases.
• Preferred knowledge of analytical and business intelligence software including SPS and Power Automate, Tableau, and Crystal Reports.
• Proficiency in other Microsoft software including, but not limited to, Outlook, Excel, Power Point, Word, and Teams.
• Must possess a valid driver’s license.

SALARY: $66,951 - $85,138 – Capital District DDSO
$68,951 - $87,138* - Taconic DDSO
*Please note that starting salary for this title reflects the Mid-Hudson adjustment for Taconic DDSO. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 18 ($66,951) and Mid-Hudson adjustment ($2,000). Mid-Hudson adjustment is also added to the job rate ($85,138).
ADDITIONAL COMMENTS:
• This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
• At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
