Duties Description Incumbent duties may include but are not limited to the following: review and respond to inquiries from the public regarding potential Agency jurisdiction. These inquiries can be received in written form as a jurisdictional inquiry or as a phone call or walk-in. The incumbent may draft and respond with a formal written Agency jurisdictional determination. Assistance with Public Information Functions; and other duties, including but not limited to supervision of EPS 1 positions, interns and support staff, proficient in team management and the delegation of tasks, staff performance statistics and general administration, including performance evaluations and assisting in the coordination of on-the-job training of new subordinate staff. In addition, the incumbent may: perform independent field studies of proposed building sites; determine ecological impacts to biological resources and communicate these findings to landowners and other affected parties; render outlined findings in a legally binding permit containing conditions and limitations. The incumbent may undertake preliminary enforcement case investigation; develop focused and sufficient investigation file and recommendation for resolution; and conduct compliance inspections and establish local presence within enforcement territory. Candidates must have good communication skills, both written and oral. These positions are interchangeable between other EPS 2 titles found within the Agency in various divisions. This canvass will be considered for a position within the Legal Division: Jurisdictional Inquiry Office.
Minimum Qualifications Reachable on the NYS Department of Civil Service Environmental Program Specialist 2 Promotional Eligible List or transfer eligible under NYS Department of Civil Service Section 70.1.

Salary Grade: SG-23. The starting salary for this position is $86,681.00.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
