Duties Description The Public Health Specialist (PHS) 1 in the Bureau of Water Supply Protection will enforce regulatory programs associated with 10 NYCRR Part 4, Protection Against Legionella, and 10 NYCRR Part 5, Drinking Water Supplies. The PHS 1 duties include a combination of regulatory compliance and enforcement activities, environmental field sampling and risk assessment, and data management activities. The incumbent will be responsible for contributing to regulatory updates and providing subject matter expertise on topics related to drinking water regulations, building water systems, and cooling towers.
The PHS 1 will coordinate with regional offices and Local Health Departments to ensure regulatory requirements are appropriately implemented; evaluate program and regulatory compliance data to assess public water system and cooling tower compliance and program efficacy; prepare and assess datasets to evaluate program compliance rates, quality of submitted data and reports, internal document review processes, cluster investigation processes, and prepare written summaries of their findings.
The incumbent will maintain and analyze program databases and environmental sampling results, and update code for generating reports for compliance evaluation. They will use State databases to generate lists and corresponding maps of potential environmental point sources to sample during outbreak investigations and drinking water emergencies. The PHS 1 will provide technical assistance to local health departments, healthcare facilities, and public water supplies. They will provide subject matter expertise on drinking water and healthcare facility building water sources and systems and secondary treatment systems, including chemical compatibility, water treatment, and monitoring and sampling.
Minimum Qualifications NY HELPS Minimum Qualifications:
A qualifying bachelor's or higher degree*; OR a bachelor's degree or higher degree supplemented by 30 qualifying* semester credit hours.
Candidates with advanced degrees and/or relevant experience may be appointed at a higher level at agency discretion.

Transfer and Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent permanent status as a Public Health Specialist 1, Grade 18, or Trainee; OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Public Health Specialist 1, Grade 18 or Trainee.
Preferred Qualifications: The preferred candidate will have an advanced understanding of database management tools such as Microsoft Excel, Microsoft Access, Statistical Analysis System (SAS) or Structural Query Language (SQL). They will be able to demonstrate their ability to develop and implement Quality Assurance Project Plans for Environmental Sampling. The preferred candidate will have knowledge of environmental regulations, with a focus on drinking water and cooling tower regulations; independently manage time in non-traditional work settings; and communicate effectively with team members and supervisors about work products and assigned tasks.
Additional Comments Travel throughout several counties to areas not served by public transportation is required (10%).
