Duties Description This Health Program Administrator (HPA) position is located in the Bureau of Supplemental Food Programs Fiscal Management Section (FMS). FMS is responsible for financial oversight and management of the New York State (NYS) Special Supplemental Nutrition Program for Women, Infants and Children (WIC) which administers over $585 million in federal and State funding annually. Currently, the NYS WIC Program serves a monthly caseload of approximately 450,000 pregnant and post partem women, infants and children up to age 5 through 85 local WIC agency grant contracts with an approximate annual value of $135 million.
The incumbent will be responsible for WIC local agency contract management, contract renewals and contract budget review; review of monthly requests for reimbursement; and monitoring local agency compliance with WIC policy and federal regulations. The incumbent will also provide support to staff within the unit with data collection, federal reporting and other assignments as needed.
Minimum Qualifications NY HELPS:
Trainee 1: A bachelor's degree or higher.
Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Grade 18: A bachelor's degree and two years of experience in the administration, supervision and oversight of agency programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.
Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to a Health Program Administrator, Grade 18.
Preferred Qualifications: The preferred candidate would have experience with the Statewide Financial System, contract management, development and implementation of program policies and procedures, as well as experience supervising paraprofessional and/or support staff. Strong data collection, analytical, organizational, and written and verbal communication skills are essential.

Position may be filled at a trainee level (equated to Grades 14 or 16), or Grade 18, depending upon the qualifications of the candidate.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
