Duties Description DESIGN:
Summary of Job Description (Highway/Structures Design):
Under the direction of a licensed professional engineer, the incumbent would perform a variety of duties depending on the assignment. Typical duties will include, but are not limited to:
• design of capital highway and bridge projects including preparation of estimates
• 3D CADD design and modeling of project plans
• project reports
• field work associated with advancing Capital Projects
• engineer estimates
• Quality Control review of project documents prepared by others for consistency with Department Standards and for constructability.
CONSTRUCTION:
As a Construction Specialist 1, the selected candidate will be assigned in the field as an Engineer-In-Charge of construction contracts or in the Materials Group or Regional Office in support of the Region's construction program. The candidate may be required to supervise and train lower-level staff to assist in fulfilling the requirements of the position. The position may include the possibility of short-and long-term duration travel throughout the Region. Overnight stay, night work, overtime and weekend work may be required. The incumbent may be required to report to a remote office, plant and construction sites which are not on public transportation routes. Specific requirements, if any, will be discussed at the time of the interview. At the time of appointment and continuously thereafter, candidates must be able to demonstrate their ability to meet the travel requirements of the position either by possession of a valid license to operate a motor vehicle in New York State or access to reliable transportation.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.
Open Competitive: High school graduation or equivalent and six years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.
Substitution
30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
