Duties Description Unit leader of the Fisheries Data Management Unit.
Incumbent shall:
1. Oversee and supervise the collection, organization, processing, storage, and analysis of fishery dependent data. These tasks include the collection of fishery data from vessel trip reports and dealer purchase forms, the development and maintenance of needed database systems, the design and submission of queries to the National Marine Fisheries Service landings database or the Atlantic Coastal Cooperative Statistics Program SAFIS database, and the compilation, summarizing, and reporting of fishery data.
2. Participate in the Atlantic States Marine Fisheries Commission (ASMFC), the Mid Atlantic Fishery Management Council (MAFMC), and Atlantic Coastal Cooperative Statistics Program (ACCSP) meetings, conference calls, and webinars and other activities. The incumbent must coordinate activities related to fishery data with ASMFC, MAFMC, ACCSP, other states, and federal agencies. The incumbent also provides appropriate technical guidance to DEC, the Marine Resources Advisory Council, and the State’s stakeholders. This aspect of the job may require travel out of state.
3. Provide supervision to Biologists, Fish and Wildlife Technicians, and clerical staff assigned to the Fisheries Data Management Unit, complete performance evaluations and traineeships as necessary, and conduct employee relations matters in accordance with appropriate DEC guidelines.
4. Oversee all aspects of program administration, participate in staff meetings, develop and implement work plans, and manage unit budgets, grants, contracts, and MOUs, and maintenance of DEC records associated with the Fisheries Data Management Unit.
5. Participate in the development and drafting of rule makings, review legislative proposals, and participate in all aspects of the rule making process including scoping, interacting with the Marine Resource Advisory Council (MRAC), conducting public hearings, and drafting and revising regulatory packages.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Eligible for transfer under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
