Duties Description The Bureau of Child and Adult Care Food Programs (CACFP) is a federally funded statewide public health nutrition program that provides reimbursement for healthy meals and snacks served to children in family day care homes, day care centers, emergency shelters, afterschool programs and adults in other programs. The Public Health Nutritionist 3 (PHN 3) serves as an integral part of the bureau management team working closely with Bureau Director and Associate Director to identify nutrition priorities, develop program plans and evaluate program progress towards its goals. The PHN 3 serves as Section Leader of the Training and Technology Support Section, oversees all forms of communication with CACFP participating agencies, nutrition web-based applications, online and traditional training, leads the review of new federal requirements, sets priorities for implementation, and develops the most effective methods to communicate this information to sponsors. They will serve as a liaison to nutrition professional organizations, academic partners, State and federal agencies, and early childhood programs; represents the Program in cross-Division and cross-agency work groups and provides coverage for the Director and Associate Director in their absence; and oversees the bureau's grant contracts including the Commodity Supplemental Food Program and Eat Well Play Hard in Child Care Settings, and the Security Technology and Reporting Services Unit.
Minimum Qualifications Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent status as a Public Health Nutritionist 3, Grade 27.
Provisional/NCP: Current New York State Department of Health employee with one year or more of permanent or contingent-permanent service as a Public Health Nutritionist 2, Grade 24.
You must be currently registered with the Commission on Dietetic Registration, the credentialing agency for the Academy of Nutrition and Dietetics, and is necessary for continued employment as a Public Health Nutritionist 3.

Preferred Qualifications: The preferred candidate would have strong management and supervisory skills; experience developing curricula and conducting training for adult learners; and strong analytical and organizational skills. They would have an excellent ability to communicate nutrition program information, in writing and orally, to State staff and participating agencies, and high proficiency with an advanced use of information technology.

This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
