Duties Description Primary Purpose

Under the supervision of the Director, Opportunity Programs Group, develops and manages DASNY’s Mentor/Protege program, small business capacity building policies and directs Opportunity Programs Group (OPG) engagement initiatives throughout New York State. This position orchestrates statewide business development and engagement activities, cultivating strategic partnerships with small, minority, women-owned, and service-disabled veteran-owned businesses across all regions of New York. The primary focus is building robust partnerships that educate and engage businesses to increase their availability and readiness for procurement opportunities in construction services, professional services, and commodities. This role is instrumental in expanding DASNY’s statewide impact through targeted outreach, strategic speaking engagements, and active participation in industry events across the state.

 

Essential Functions

Statewide Mentor/Protege Program and Small Business Capacity Building Leadership

Develop, administer, and oversee DASNY’s statewide Mentor/Protege program, small business capacity building policies through the establishment of comprehensive program guidelines, metrics, and evaluation procedures.
Drive program deployment across all regions of New York State, ensuring consistent implementation and equitable access for businesses throughout the state.
Develop, establish, and analyze a statewide database of qualified mentors and proteges, strategically matching participants based on capabilities, development needs, and regional considerations.
Coordinate and/or facilitate regional training sessions, networking events, and professional development opportunities specifically designed to prepare small, minority, and women-owned businesses for procurement opportunities.
Develop statewide program outcomes, producing and presenting detailed analytics on regional participation rates, business growth, and contract acquisition success.

Statewide Partnership and Engagement Strategies

Strategically develop and implement the OPG statewide engagement calendar, prioritizing high impact speaking engagements and industry events across all regions of New York.
Serve as a OPG representative at external functions throughout the state, including business forums, industry conferences, community meetings, and networking events.
Develop and deliver compelling presentations on DASNY’s opportunities, programs, and strategic initiatives to diverse business audiences statewide.
Establish and strengthen partnerships with key stakeholders across all regions of New York, particularly with small, minority, women-owned, and service-disabled veteran-owned businesses.
Identify and secure strategic engagement opportunities aligned with increasing participation of underrepresented businesses in DASNY’s procurements.

Business Development and Procurement Readiness Initiatives

Collaborate with Opportunity Programs Group staff to identify and recruit potential participants for the Mentor/Protege program throughout New York State.
Analyze regional market trends to develop targeted strategies for increasing the pool of qualified small, minority, and women-owned businesses ready for procurement opportunities.
Design and implement regional outreach campaigns specifically aimed at preparing businesses for successful participation in DASNY’s construction, professional services, and commodities procurement.
Establish and direct capacity building and technical assistance programs for small, minority, and women-owned businesses across all regions of the state.

Administrative Leadership

Assist the Director, Opportunity Programs Group with the preparation and monitoring of the OPG operating budget for statewide engagement activities.
Lead assigned staff working on statewide initiatives, providing strategic direction, performance feedback, and professional development opportunities.
Produce comprehensive reports on statewide Mentor/Protege program outcomes and engagement activities for the Director of OPG.
Synchronize efforts with other DASNY’s departments to ensure consistent messaging and cross-functional support for statewide initiatives.

 

Other Duties and Responsibilities

Train and evaluate staff.
Assist with the development, documentation and implementation of policies and procedures.
Assist with the assessment/development and implementation of internal controls and participate in the review and testing of the same.
Coordinate with DASNY staff, such as unit directors, chiefs, and design and construction managers as required.
Undertake special assignments as directed.
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. (Standards can be found on the Intranet).




 Supervision

 Supervision of employees is required.

 

Physical/Mental/Visual Demands

 Weekly travel is required, using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires exposure to all work-safety hazards of a construction site. Requires complex and time-pressured decision- making. Must be available to work overtime or extended work hours as needed.

Minimum Qualifications Minimum Qualifications

Bachelor's degree plus seven years relevant experience, including four years supervisory experience in a community development, MWBE or related program. Working knowledge of Articles 15-A and 17-B of the Executive Law, affirmative action contract compliance and other applicable laws, and an understanding of the impact and application of such laws/regulations.

 

Preferred Qualifications

Bachelor's degree in Business Administration, Accounting, Public Administration, Urban Studies, or Construction Management plus seven years relevant experience, including four years’ experience supervising and evaluating professional staff in an MWBE or related program. Management experience. Working understanding of building design and construction. Working knowledge of Articles 15-A and 17-B of the Executive Law, affirmative action contract compliance and other applicable laws and an understanding of the impact and application of such laws/regulations.

The days designated as telecommute days must be consistent with operational needs as determined by DASNY division, department and/or unit management. Eligibility applies after 3 months of employment.
Limited Work from Home (LWFH) – additional telecommute days according to DASNY’s Telecommuting Program Guidelines. Eligibility applies after 6 months of employment.
