Duties Description The New York State Education Department’s (NYSED) Performance Improvement Management is seeking candidates for a Chief Security Officer position in the Office of Facilities and Business Services. This Office manages and directs the safety and security operations of multiple Statewide NYSED locations. Duties of this position include, but are not limited to, the following:
• Plan, manage, and direct agency wide security programs;
• Understand and operate individual Alarm monitoring systems in SED Owned Properties;
• Provide technical direction and guidance in responding to security incidents and in resolving identified security risks;
• Maintain knowledge of applicable federal, State and local laws, rules and regulations and agency policies regarding security and safety issues;
• Enforce NYSED policies for staff and patrons;
• Create and review staff schedules, contract security invoices, and overtime to ensure appropriate coverage, safety and security for each location managed;
• Identify, develop and conduct training programs, and participate in the development of measures of successful job performance;
• Confer with security staff and agency program managers on the effectiveness of the security program, and identify necessary improvements;
• Work closely with executive staff and external law enforcement, fire and emergency services to respond to security and emergency incidents;
• Testify in court, regarding incidents involving department staff, clients, and property;
• Work with security staff to obtain appropriate documentation and provide executive staff direction when testifying in court or at any other hearings;
• Travel as needed or when directed, to perform pertinent security functions; and
• Perform the full range of supervisory responsibilities such as interviewing and selecting State and contract staff, assigning work, and preparing probationary reports and performance reviews.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as a Senior Security Officer. Provisional candidates must take the examination for Chief Security Officer when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or temporary provisional appointment. Provisional candidates must take the examination for Chief Security Officer when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position will require 5% Statewide travel.
This position leads to a maximum salary of $75,093 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
