Duties Description Under the general supervision of the Associate Director Human Resources, the incumbent will supervise a staff of Human Resources Specialists responsible for providing personnel administration and management services to several divisions/bureaus within the Tax Department.

Essential functions include supervising and/or personally performing the following activities:
• Advise program staff on classification matters; researching and analyzing requests for new positions, reclassifications, reallocations, and related classification matters, and recommending appropriate action; preparing classification requests and supporting documentation.
• Advise program staff on matters relating to filling jobs, assigning staff, employee status, probation, and related staffing areas; as necessary, obtaining policy and legal interpretation and/or approval of desired approach from supervisory or Civil Service staff.
• Develop and administer decentralized examinations and coordinate department participation in specific centralized exams; obtain Civil Service approval of job analyses, exam scopes, announcements and related materials.
• Prepare and process requests through the Budget Director Approval (BDA) process to make appointments.
• Evaluate current operations and propose solutions to modernize human resources management activities and systems. Serve as a liaison with the Systems Innovation Division and the Office of Information Technology Services to improve, enhance, and modernize HR systems. Serve as subject matter expert for testing and assist with end user support and training.
• Advise staff on probationary and performance issues, including terminations. Review, research, and prepare recommendations for probation terminations, probation extensions, and early probation completions.
• Research and prepare correspondence in response to inquiries from employees and the public.
• Provide career guidance regarding promotional opportunities, examinations, and transfer eligibility to employees as requested.
• Represent the Department at meetings and conferences on personnel administration matters and the resolution of specific problems or proposals.
• Consult with Division management on the impact of proposed or actual changes in Civil Service Law and Rules. Review existing procedures to determine necessary revisions and initiates corrective action.
• Handle special assignments such as developing and/or administering new programs, conducting recruitment drives, conducting special studies, participation on task forces, delivering personnel training, etc.
• Assist with training staff and reviewing staff work for accuracy and completeness.
• Evaluate staff performance to ensure consistent application of established policies and procedures.
• Meet the department's time and attendance requirements.

Minimum Qualifications Candidates must be a NYS employee and eligible to transfer by
having at least one year of permanent service in a qualifying
title; OR be active and reachable on the Civil Service eligible list that fills this title.
OR
Non-Competitive Promotion: A permanent competitive appointment via a non-competitive promotion examination (NCP) may also be made pursuant to Section 52(7) of Civil Service Law, if three of fewer qualified candidates in the Department promotion field apply for this position. Qualifications for this title include: One-year permanent competitive service as (Human Resources Specialist 1 or Human Resources Specialist 1 - Labor Relations, SG 18).
