Duties Description • Work with Health Facilities Management Group on several reporting issues.
• Development and Contract for the new EMR.
• Lead role for development and implementation of the new EMR.
• Development of new Contract for the Food Service Program at Oxford as a template for all the Homes.
• Monthly payment of the Health Facility Assessment.
• Lead role in cash management and reconciliation of revenue to the EMR.
• Lead role in assisting the other Homes with Accounts Payable and Purchasing issues.
• Monthly entries to the General Ledger and reconciliation of accounts.
• Reconciliation of Bank accounts and verification of Resident Accounts accuracy.
• Will evaluate Accounts Receivable and past due accounts.
• Understand and evaluate each new admission for financial status.
• Review and analyze the private pay rate each year.
• Oversee Accounts Payable functions and purchasing.
• Develop, process, and evaluate all internal bids and contracts with vendors.
• Complete Statistical Cost reporting data collection and analysis of admissions, discharges and census along with dollars by payor source
• Maintain a knowledge base of Medicare, Medicaid, and VA policies and procedures and review potential financial impacts to residents and the Home when policies change that could affect our rates and revenue stream.
• Work with the Central Billing Office to report revenue by payor sources.
• Complete annual Medicare and Medicaid Cost Report.
• Complete Capital rate development and analysis.
• Perform Fixed Asset documentation and entry into the facility asset system.
• Develop Annual Department of Health and Department Budgets for the Home
• Monitor expenses and cash positions on an on-going basis and communicate findings to administration and Health Facilities Management.
• Assist with development of policy and procedures to ensure quality assurance and the health and safety of residents.
• Lead Performance Improvement Projects for the Home as indicated and directed.
• Lead and or participate in various teams for the facility as indicated and/or directed.
• Assist with developing policy and procedures for all fiscal processes in the Business Office.
• Perform payroll analysis and time and attendance queries and statistical reports.
• Review all temporary agency invoicing. This includes maintenance of the temporary help worksheet with dollars, hours and statistics
• Complete weekly laundry statistics and invoice processing.
• Perform various audits as required or needed.
• Complete tasks as assigned by the Health Facilities Management Group.
• Complete tasks and reports as warranted/requested by the Division of Budget.
• Complete EO88 Energy Consumption Report.
• Complete Sole Custody Report for all bank accounts.
• Complete Cash Advance Reconciliation for and submit to Office of State Comptroller.
• Manage the Scandent database and the process of tagging of resident dentures, eyeglasses, hearing aids, and facility acquired equipment.
• Train, mentor and direct subordinates in the Business Office.
• Assist and direct purchasing and accounts payable functions.

Minimum Qualifications Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service
in a position allocated to Grade 21 or above, and that is eligible for transfer under Section 70.1 of the Civil Service Law to Associate Health Care Fiscal Analyst.

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Health Care Fiscal Analyst Trainee 1, Health Care Fiscal Analyst Trainee 2, or Senior Health Care Fiscal Analyst;

Or

an Auditor 1, Resources and Reimbursement Agent 1, Senior Accountant, or Senior Auditor.

Additional Comments Serves as the Duty to the Fiscal Administrator at the Home, and will conduct an array of administrative and fiscal duties for the Home

One permanent, competitive, full-time appointment.

If there are three or fewer qualified candidates interested in the appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Health and have one year of permanent competitive service as a Senior Health Care Fiscal Analyst.
