Duties Description NYS OASAS (OASAS) is seeking a full-time qualified candidate to fill the position of Addictions Program Specialist 2. Functioning as an Administrative Supervisor in the Credentialing Unit (“Unit”), the Addictions Program Specialist 2 will:
• Supervise administrative staff and ensure the administrative functions of the Unit are effectively managed. Tasks will include oversight of; processing of all mail, all applications submitted on the Credentialing Management System (CMS) and paper submissions, Criminal Background Check (CBC), Staff Exclusion List (SEL) and the National Practitioner Data Base (NPDB) process,
• Supervise the credentialing exam process including assisting the Exam Coordinator in all activities and communications involving the International Certification & Reciprocity Consortium (IC&RC) which includes all incoming and outgoing reciprocity applications and requests,
• Supervise all finance activities for the Unit including the maintenance of an accounting system and tracking of all fees,
• Manage all CMS and paper refunds on CMS including tracking and issuing and maintains a voucher/invoice payment process,
• Assist in the ongoing development, refinement and implementation of the Unit’s regulations, policies and procedures,
• Be responsible for the Unit’s Monthly Reports and other necessary reports including data management and reporting.
Routine travel is required (approximately 10%), occasionally to areas not served by public transportation.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Contingent permanent qualifications:
Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
Additional Comments The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
