Duties Description New York State Psychiatric Institute (NYSPI) is currently recruiting a Manager Information Technology Services 2. Candidate would serve as the Assistant IT Director and plan, direct, and coordinate systems analysis, design, application program development, maintenance, implementation, and quality assurance activities.

The NYSPI central IT group, known as psyIT, includes approximately 30 staff providing server, network, application development and end-user support service. This position will serve as the on-site full-time assistant director, enhancing NYSPI's ability to ensure security and compliance, quality service delivery and to further engage in support of Institute strategic goals.

Primarily this position will be charged with effectively providing cohesive day-to-day management of this diverse IT ecosystem. The incumbent will need to quickly learn NYSPI’s complex dynamics and balance OMH’s overall needs with the agility required for this academic research settings. The Assistant Director must be wholly committed to OMH, without real or potential conflicts from ITS, RFMH or CUIMC, but must also be wholly committed to timely service delivery for the success of projects throughout the Institute with any organizational ties.

Specific tasks for the Assistant Director include:
1. Provide direct day-to-day leadership to and operational supervision of unit leaders (4).
2. Serve as product owner for COTS solutions for which NYSPI IT is the product owner, including the Core Solution Cx360 EHR platform.
3. Manage day-to-day IT operations and services at NYSPI, inclusive of:
a. Support for all NYS/ITS IT standards, both security and operational
b. Support for all CUIMC IT standards, both policy and operational
c. Support for all NYSPI “psyIT”-managed services
d. Appropriate and efficient use of IT budgets from NYS, RFMH and CUIMC sources
4. Develop and maintain IT service KPI and metrics.
5. Support NYSPI Director of IT as required.
a. Implementation of strategic goals through development and management of IT and data services.
b. Remediation of compliance reviews.
6. Ensure cohesive and effective IT standards for NYSPI workforce which support requirements and processes from all key affiliates (NYS OMH, NYS ITS, RFMH and CUIMC).
7. Develop and maintain cohesive and effective communications and support of IT services, including annual training efforts.
8. Advance IT service management processes throughout NYSPI, leveraging NYS, CUIMC and CU ITIL platforms as appropriate.
9. Monitor staff efficiency, working with unit leaders on improvements within their teams.
10. Work with IT Director and project management staff on formal project definition and adherence to resource schedules.
11. Manage overall IT and data service availability and integrity.

Minimum Qualifications Either 1. a bachelor's or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND five years of experience in the following computer related areas, including two years of supervisory experience or one year of managerial experience in: computer programming; network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing;

Or 2. a bachelor's or higher level degree in any field AND six years of experience in computer related areas as described in #1 above, including two years of supervisory experience or one year of managerial experience;

Or 3. an associate's degree* with 15 semester credit hours in a computer science field AND seven years of experience in computer related areas as described in #1 above, including two years of supervisory experience or one year of managerial experience;

Or 4. eight years of experience in computer related areas as described in #1 above, including two years of supervisory experience or one year of managerial experience.

Definition: For the purposes of this examination, Supervisory Experience is defined as the responsibility for assigning work and overseeing subordinate staff or project(s) in an Information Technology (IT) environment.

Managerial Experience is defined as the responsibility for determining and prioritizing the workload of a project, program, or organization in an Information Technology (IT) environment, including supervision of subordinate staff, and ensuring compliance with related goals, budget, and laws in conjunction with other managers or executive level staff.

*Candidates who have completed at least 60 college semester hours in a bachelor???s degree program, including at least 15 semester credit hours in a computer science field, also qualify, but must meet the experience requirements as described in #3 above.

OR Current NYS employee as one of the following:

Group 1: Manager Information Technology Services 1, Manager Information Technology Services 1 (Database), Manager Information Technology Services 1 (Data Communications), Manager Information Technology Services 1 (Operations), Manager Information Technology Services 1 (Systems Programming), or Manager Information Technology Services 1 (Technical).

Group 2: Information Technology Specialist 4, Information Technology Specialist 4 (Database), Information Technology Specialist 4 (Data Communications), Information Technology Specialist 4 (Operations), Information Technology Specialist 4 (Systems Programming).

Only the title or titles listed are qualifying.
