Duties Description The Project Manager 2 will be responsible for assisting in the development of DQI's project management office (in collaboration with the Project Manager 3 and DQI Leadership) including liaison with OPWDD's Enterprise Project Management Office, and working with DQI's Leadership Team and all applicable DQI Subject Matter Experts (SMEs) to ensure integration, collaboration, teamwork; and effective and efficient project management and operations for assigned projects, project components, activities, and assignments.

The Project Manager 2 is expected to have working knowledge of all phases of the project management process and how to deploy the most effective tools and methods to complete assigned activities. Excellent organizational, written and verbal communication skills, facilitation and teamwork. Comfortable working with all levels of organizational hierarchy to understand and compile project requirements, facilitate and obtain status updates, track task completion, and manage assignments.

Completion of Project Management training is preferred. Knowledge of quality improvement tools and methods and OPWDD's service system preferred. Flexibility and comfort in fast paced environment where priorities and approaches to projects and activities may change within project management cycle. Intellectual curiosity and willingness to research and learn DQI's functions, goals and objectives to apply as applicable to ongoing work activities. Willingness to jump in and support the team in getting time sensitive work accomplished.

Primary duties and responsibilities include but is not limited to the following:

· Assist the Project Manager 3 and DQI Leadership in development, implementation, monitoring, and reporting for DQI's Project Management Office and DQI's project portfolio.
· Develop or use existing project management plans and documents to coordinate and support the activities of a project team.
· Participate in reviewing project proposals or plans to define scope statements and document project requirements.
· Determine project start and end dates and establish critical milestones within the project schedule.
· Record and report on progress and update project documents; record quality metrics; compile reports and update on status of activities.
· Interact with stakeholders and coordinate the activities of the project team to ensure that project objectives are met.
· Lead or facilitate project meetings; compile meeting summaries; follow up and next steps; and other needed documentation.
· Design, develop and or refine templates and documents to support project management.
· Organize and maintain project management library, tools repository, DQI SharePoint and Teams sites and other related activities as needed.
· Use all DQI and OPWDD related electronic applications such as Outlook, Excel, Access, Project, SharePoint, Teams, IRMA and DQIA as needed and applicable.
· Learn and apply knowledge of DQI's operations and the various functions and responsibilities of DQI to effectively address project management responsibilities. DQI operations and functions include but is not limited to: Incident Management, Mortality Review, Program Certification, Continuous Quality Improvement Unit functions, etc.
· Assist in the management of DQI's responsibilities related to HCBS Waiver performance measure reporting which involves cross unit/cross divisional information gathering and compiling applicable documents.
· Other duties as assigned.

Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Current certification from the from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience or a Project Management Professional (PMP) may substitute for three years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

OR

REASSIGNMENT QUALIFICATIONS:
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Project Manager 2. If you have less than one year, you must be currently reachable on the eligible list.

OR

TRANSFER QUALIFICATIONS:
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PROVISIONAL
In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of service as a Project Manager 1.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

NON-COMPETITIVE PROMOTION (NCP)
NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Project Manager 1.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
