Duties Description Responsible for assisting in the daily management of the consultant and construction contracts for construction and inspection operations for 60-80 contracts in Region 8 and providing fiscal and administrative oversight of such contracts. Act as the liaison between the consultant firm and the Engineer-in-Charge and Area Construction Supervisor when necessary. Assist the Contracts Group in helping track and administer construction inspection contracts for the Region. Duties will include, but are not limited to:
Scheduling
• Work with Assistant to RCE to review regional capital program schedule and submit consultant staff requests with appropriate staffing and budgets. Work with MO Construction and Contract Management to finalize consultant contracts.
• Keep updated logs to ensure contracts are executed in a timely manner.
Invoices & Change Orders
• Review consultant contract invoices ensuring compliance with contract terms and reconciling and tracking any discrepancies with the consultant firm. Input payments into SFS to allow payment of consultant invoices.
• Help in reviewing and developing supplemental agreements for consult contracts.
• Maintain filing system of invoices including all appropriate supporting documentation.
• Provide assistance for reviewing construction contract changer orders.
Tracking
• Track all construction consultant staff working the Region. Keep records of which project staff are working on and billing. Keep and average rate of pay for each title that can be utilized in a contract for accurate estimating on future projects.
• Track all construction contractor insurances to ensure continuous coverage throughout active projects.
• Review EBO to ensure contractors and field staff are properly reporting work and payment for sub-contractors.
Consultant Evaluations
Help prepare consultant performance evaluations in accordance with MURK Part 1D. Prepare at least 1 per consultant per year. Request input from field staff working directly with project personnel to gauge actual performance..
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Contract Management Specialist Trainee 1:
A bachelor’s or higher degree.
Contract Management Specialist Trainee 2:
A bachelor’s or higher degree AND
one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist 1:
A bachelor’s or higher degree AND
two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
