Duties Description The New York State Education Department’s (NYSED) is seeking candidates for an Administrative Specialist 2 position in the Office of Counsel. Duties of this position include but are not limited to the following:
• Review legal petitions related to education corporation, facilitate, and manage the chartering process;
• Coordinate and oversee the continuous flow of the Commissioner’s consent procedures for entities that come before the agency;
• Collaborate with program areas within the agency on all matters related to charter and consents;
• Supervise support staff and implement training on various office procedures;
• Manage all office needs, which include, but not limited to, ordering equipment, office relocations, computer, and technical assistance request;
• Serve as the IT liaison for the office;
• Budget/calculate yearly cost for office legal subscriptions and other office needs and handle all procurement processes for the office;
• Serve as the Office of Counsel FOIL liaison;
• Assist with Human Resources activities when required;
• Coordinate and create Regulation certificates for filing with the Department of State;
• Oversee, manage, and update content to the OC website; and
• Plan and manage projects to implement the on take of various new software for the office.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 2 or Senior Administrative Assistant.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Administrative Specialist 2. If you are on the Civil Service eligible list for Administrative Specialist 2, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55b/c service as an Administrative Specialist 1, Contract Management Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, or Senior Budgeting Analyst. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
Leads to a maximum salary of $109,650 based on annual performance advances.
