Duties Description The Associate Director HR 2 Labor Relations would be required
to: Manage staff in providing expert advice and assistance to
program managers and supervisors regarding disciplinary
matters, grievances, and employee performance evaluations.
Specific duties include:
• Direct and administer the Department’s Labor Relations
program.
• Serve as the Department’s management representative in all
labor management activities and meetings and provides expert
advice on workforce and labor management issues to
Department leadership. Represents the Department at meetings
with program management, union officials, GOER, PERB, Civil
Service etc.
• Train and manage staff in all areas of contract administration,
performance management, grievances and progressive discipline
to ensure accurate, consistent guidance to program managers
and supervisors in alignment with Department values.
• Direct investigations of alleged employee misconduct and/or
incompetence and the preparation of related reports. Review
notices of discipline; assist in preparing staff for settlement
meetings and arbitration hearings.
• Direct and coordinate administration of negotiated agreements
with employee unions as well as the rules and regulations
governing non-union employees; assist in or personally conduct
negotiations with employee representatives on local issues
affecting the terms and conditions of employment.
• May serve on performance evaluation appeals boards and issue
determinations of such board.
• Travel as required.
Minimum Qualifications The ability to fill this position is subject to DOB guidelines for processing personnel transactions. Note: A budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same Department or to change line items within the same funding source; or to replace employees who have been terminated during their probationary periods. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations.
If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists. If there are no acceptors from these lists, appointment may be made using the following:
a) Employees who are currently serving in the same title are eligible for reassignment without change in title or status;
b) Candidates reachable on the appropriate eligible list for this title and location;
c) Employees eligible for transfer.
d) A permanent non-competitive appointment (NCP) may also be made pursuant to Section 52 (7) of Civil Service Law, if three or fewer qualified candidates in the Department promotion field apply for this position. Qualifications for non-competitive promotion for this title include: One year permanent competitive service as a Human Resources Specialist 3 Labor Relations.
