Duties Description The Research Scientist 3 (RS 3), Epidemiology will serve in the Perinatal Health Surveillance and Quality Measurement Analytics Section of the Bureau of Data Analytics Research and Evaluation (BDARE). Under the direction of the leadership, the RS3 will conduct research and analyses independently including conducting literature reviews, developing research questions, implementing quantitative analyses of data, preparing reports of findings in papers and presentations for stakeholders, and focusing on meeting the data collection, reporting, evaluation, and continuous quality improvement requirements of New York State Perinatal Quality Collaborative (NYSPQC) data. The RS3 will provide leadership on the development, especially focused on data, methodology, and evaluation sections, of grant funding opportunities within the Division and participate in the Work Groups or other intra-department as well as external initiatives with other state and national partners. The RS3 will provide leadership and supervision to research staff working with the NYSPQC projects to identify, analyze, and report on key data that assess the initiatives' impact on infant and family outcomes, in meeting federal and state targets for performance, and in improving the quality of services provided to eligible families across New York State.

Minimum Qualifications Bachelor’s degree in epidemiology, public health, biology, infection control, statistics/biostatistics, biomedical science, environmental health, environmental science or a closely related degree and four years of post-degree professional scientific research experience; or a Master’s degree in one of the above mentioned fields and three years of post-degree professional scientific research; or a Doctorate in one of the above mentioned fields and one year of post-degree professional scientific research.

Preferred Qualifications: Master's degree in Epidemiology, Public Heath, Data Science, Health Informatics, Statistics/Biostatistics, or a closely related Health Science degree. Experience in scientific research, public health surveillance or evaluation. Proficiency in the use of survey, data analysis, database and qualitative and statistical tools. Intermediate or advanced proficiency in use of SAS BASE, SQL, MACRO, REPORT, Tableau, Microsoft Excel and Health commerce system.
