Duties Description Under the direction of the Director of Human Resources, or an Associate Director of Human Resources, the incumbent will provide a high-level of expertise in specified areas of Human Resources Management. Incumbent expected to travel Statewide as necessary. Duties include, but are not limited to: ·

Takes the lead in recruitment and retention strategies, including coordinating agency attendance for virtual career fairs and attending in-person career fairs, conventions, etc. May travel to ATCs for hiring/recruitment fairs, SUNY or community college open-houses, and other venues as appropriate. ·

Develops relationships with innovative recruitment sources, including colleges and vocational schools. · Actively pursues social media recruitment opportunities, such as Facebook, LinkedIn, and identifies other alternative recruitment avenues.

Identifies hard-to-fill titles, confers with the Department of Civil Service (DCS) and other agencies regarding recruitment strategies, and drafts/revises recruitment materials to reflect employment opportunities. May collaborate with other OASAS HR Specialists in this regard. ·

Coordinates the Reasonable Accommodation process, including requesting and reviewing documentation and recommending responses to requests alongside the existing OASAS Designee for Reasonable Accommodations (DRA). Incumbent will communicate regularly with OASAS Division of General Counsel and Risk Management staff. ·

May participate in diversity and inclusion activities, including analyzing workforce data, ensuring equal employment opportunity, etc. ·

May review requests to fill and appointment nominations to ensure equitable application of these processes and may also coordinate requests for information for the Office of Employee Relations. ·

Participate in exam planning and recruitment efforts on behalf of the agency to promote diversity, equity, inclusion and accessibility. ·

May also assist with generalized human resources activities including classifications, exams, performance management, recruiting, out-of-title reviews, etc.

Regular travel required (~25%).

Minimum Qualifications Permanent status as a Human Resources Specialist 2 and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible list; or eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

Additional Comments The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

Telecommuting may be discussed as part of the interview process.
