Duties Description The Municipal Services Division provides technical advice and assistance to 95 local civil service agencies on the full range of civil service activities as required by Civil Service Law. Division staff also support the Commission in its review of local rulemaking proposals and analysis of section 211 waiver requests.
This position will play an important role in working with local civil service agencies throughout New York State as they strive to hire more public servants into key roles in local government.
The Human Resources Specialist 4 (Municipal Assistance) serves as a Section Head and a member of the management team for the Municipal Services Division.
The Human Resources Specialist 4 (Municipal Assistance) duties in Municipal Services Division will include but are not limited to the following:
• Works with other Division and Department managers and leaders to coordinate work related to testing, examinations, and the merit system.
• Serves on a variety of inter-divisional and inter-departmental committees along with the Director and Assistant Director of the Municipal Services Division to develop the Department’s merit system programs.
• Directs and manages the work of the Local Examinations Section and ensures the work of section staff meets professional standards and expectations for quantity, quality, and timeliness.
• Manages activities related to exam-related processes for local government agencies using the Department’s examination services, ensuring that they are carried out efficiently and effectively.
• Works closely with staff in the Testing and Staffing Services Divisions, the Division of Strategic Planning and Innovation, the Office of Information Technology Services, and others to resolve problems and ensure customer needs are met.
• Leads and serves on project teams and personally completes special assignments and initiatives as assigned.
• Participates in long-range planning and prioritization of the Division’s responsibilities.
• Communicates orally and in writing, with a variety of audiences to inform, resolve problems, and/or respond to inquiries or complaints; and oversees staff communications with others.
• Plans, organizes, monitors, and evaluates staff work; develops and trains staff.
• Provides direct and indirect supervision to staff.
• Develops and maintains effective working relationships with local civil service agencies, Department staff, and entities such as the New York State Association of Personnel and Civil Service Officers.
• Helps to manage the day-to-day activities of the Municipal Services Division and assists the head of the Division in developing and implementing policies and programs such as the Civil Service Institute, Annual Training Conference, Reviews of Agency Operations, etc.
• Ensures the delivery of technical assistance and training to local civil service agencies by Division staff.
• Responds to questions from members of the Civil Service Commission, elected officials, local agencies, and the public about all areas of civil service administration.
• Ensures reports on the operations and achievements of the Division are prepared for Department leadership.
• Strengthens the operations of the Division by providing staff development, training, and supervisory systems that support a culture focused on positive relationships and high performance.
• Assists with the development, enhancement, and maintenance of the Divisions automated systems.
• Analyzes systems, policies, and procedures, identifies problems, and recommends solutions and improvements.
• Provides consistent, detail-oriented, professional work products delivered within established time frames.
• Tracks the progress of assignments, projects, and other deliverables.
• Provides support, training, and guidance to subordinate staff to meet deadlines and manage their workloads.
• Reviews regulations and legislation affecting Department and municipal merit system administration activities and prepares comments.
• Represents the Division and Department at meetings, conferences, seminars, and other events related to the Department’s activities.
PREFERRED QUALIFICATIONS:
A master’s degree in public administration or public policy or JD.
Three or more years of experience in a leadership/policy influencing position in local government.
Strong verbal and written communication skills.
Strong customer service skills.
Close attention to detail.
Strong problem-solving, logical reasoning, and critical thinking skills.
Ability to engage and motivate employees through change.
Minimum Qualifications REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a/an Human Resources Specialist 4 (Municipal Assistance), if less than one year, you must be currently reachable on the Human Resources Specialist 2 (Municipal Assistance) eligible list for the Albany location if one exists.
COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.
52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Human Resources Specialist 4 (Municipal Assistance) position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 4 (Municipal Assistance) exam and be reachable for appointment from the newly established eligible list.
The minimum qualifications for Provisional appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Municipal Assistance).
NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment. The term non-competitive refers to the appointed candidate not needing to compete in the next holding of the examination.
The minimum qualifications for NCP appointment are:
One year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Municipal Assistance).

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 25. To be considered, you must provide a copy of your letter of eligibility with your response.
55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.
