Duties Description The Program Outreach Specialist 1 will participate in an aggressive outreach campaign to better educate businesses about workers' compensation, disability insurance, and Paid Family Leave coverage requirements and common issues.
Duties will include the following:
- development of targeted outreach plans
- identifying contacts/leads for partnerships in outreach activities
- maintaining a database of contacts/leads
- scheduling outreach activities/events
- maintaining an events calendar
- performing administrative tasks related to outreach
- developing presentation content
- delivering presentations and leading workshops to educate business owners, HR professionals, and government personnel
- conducting after action analysis on events and activities.
- providing customer service to employers and other stakeholders who contact the Advocate for Business for assistance
The individual will also support the Advocate for Business in inter-agency outreach activities to support businesses such as working with the Medical Director's Office and health care providers, promoting vocational rehabilitation and return-to-work activities with Integrated Services, assisting self-insured employers, and supporting agency-wide outreach with the Public Information Office.
The individual will also support the Advocate for Business' participation in multi-agency outreach activities to support businesses and promote economic development statewide alongside partners such as the Department of Labor, Department of Economic Development/Empire State Development, the Department of Taxation and Finance, the Office of General Services, the Department of State, and the NYS Insurance Fund.
Candidates must be willing to learn basic information about workers' compensation, disability insurance, and Paid Family Leave to help troubleshoot issues and assist businesses.
The preferred candidate will be proficient in Microsoft Office, with particularly strong skills in PowerPoint and Excel, and be experienced and comfortable using virtual meeting platforms such as Teams, Webex, and Zoom.
Candidates must be willing to travel to support outreach activities (approximately 10-20%).
Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Candidates must have one year of permanent competitive or non-competitive 55 b/c service in a title designated as appropriate for transfer in accordance with Section 70.1 or 52.6 of the Civil Service Law.
OR
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.
NON COMPETITIVE MINIMUM QUALIFICATIONS:
Six years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.
Substitution:
An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate in a related field can substitute for seven years of experience.
Additional Comments Please Note: This position requires both in-office and remote work. A hybrid telecommuting schedule can be discussed with the hiring manager during the interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
