Duties Description The New York State Education Department’s (NYSED) Office of Facilities and Business Services is seeking candidates for a Stores and Mail Operations Supervisor position. The incumbent will supervise staff responsible for processing and handling incoming and outgoing mail in accordance with United States Postal Service rules and Office of General Services Procedures. Duties of this position include, but are not limited to, the following:

• Assign/reassign work and personnel in accordance with workload;
• Explain procedural changes via verbal and/or written memoranda's and provides subordinates with necessary resources pertaining to implemented changes;
• Resolve personnel problems such as grievances and complaints by conferring with subordinate and correcting the problem if appropriate;
• Evaluate employee performance by observing activity, reviewing reports, spot checking records and storing of supplies to determine compliance with rules, regulations, instructions, and policy;
• Ensure the orderly and timely pickup, processing, delivery and storage of mail, supplies and inserting operations;
• Review and revise procedures for the handling and distribution of mail and supplies as needed;
• Review complaints regarding mail and supply operations and takes appropriate action to resolve them;
• Correspond and confers with local postal authorities to resolve mailing problems/concerns and coordinate services as needed as well as vendors regarding machine maintenance and invoicing;
• Ensure proper use of mailroom equipment including the postage machine while maintaining records for certified, registered, and insured mail;
• Confer with personnel of Program areas regarding any and all mail distribution procedures and/or issues that may arise;
• Prepare and updates stock inventory as established by Superiors and ensures that stock is stored properly so that materials may be retrieved quickly and efficiently;
• Any other tasks assigned by management pertaining to mail/supply/inserting operations; and
• Knowledge of FedEx procedures and invoicing as well as NYS Contract and Procurement procedures is preferred.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Stores and Mail Operations Supervisor.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-10 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have and have had one year of permanent competitive, non-competitive NY HELPS, or 55-b/55-c service in a clerical, keyboarding, or paraprofessional title allocated to Grade 7 or higher. †. Provisional candidates must take the examination for Stores and Mail Operations Supervisor when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Stores and Mail Operations Supervisor when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. The work schedule for this position will be Monday-Friday, 8:00am-4:00pm (this will include a 30-minute duty free, unpaid meal break).

This position leads to a maximum salary of $61,548 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
