Duties Description Under the general direction of a Real Property Analyst 3 or other higher-level manager, the Business Systems Analyst 3 may perform the following duties:
• Develops and supports state issued Real Property Systems software and other data systems;
• Develops systems requirements for future or “to-be” state of large business analysis projects or series of smaller projects, including the Real Property System;
• Serves as first-level supervisor on the more difficult business analysis projects requiring supervision of staff with specialized skills, and management of business analysis projects involving use of a broad range of tools and techniques across the major business analysis knowledge areas;
• Plans, organizes and assigns staff to research, gather and evaluate information system or business process requirements;
• Analyzes current or “as-is” state of the business process or functions and process models;
• Reviews and writes requirements for future or “to-be” state of IT system or business processes for the more critical projects;
• Communicates business process requirements to IT staff, program staff and stakeholders;
• Analyzes the impact of changes to IT system requirements or business processes and evaluates project timelines and priorities;
• Encourages stakeholders to resolve issues with design specifications before implementation;
• Monitors system testing and assesses the impact of errors on system functioning during and after implementation;
• Schedules and assigns staff to write system documentation and train users on new IT system or business process functions;
• Develops a comprehensive testing plan for the new Real Property System;
• Develops a strategy for the rollout of the new Real Property System to the 996 cities and towns we expect to use the new system;
• Assists in the planning for the redesign of the computer systems used by ORPTS staff. The existing systems will need to be modified to interface with the databases in the new Real Property System;
• Assists in the development of a comprehensive testing plan for the new Real Property System;
• Assists in the development of training materials for the new Real Property System.
Minimum Qualifications The selected candidate must be eligible for transfer under Civil Service Law or reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.
