Duties Description Under the general direction of the Medicaid Inspector General, reporting directly to the First Deputy Medicaid Inspector General (First Deputy), the incumbent of this position is a member of the Office of the Medicaid Inspector General (OMIG) executive leadership team, working closely with other Deputies and executive-level staff. The incumbent provides the strategic direction and manages overall operations of the Division of System Utilization & Review (DSUR).
The Division of System Utilization & Review (DSUR) provides services and performs functions that drive agency initiatives through the intelligent use of data, and also seeks to maximize cost avoidance and third-party recoveries to ensure Medicaid is the payor of last resort.
Specific duties include, but are not limited to:
Provide overall oversight and direction for the Office of the Medicaid Inspector General’s Division of System Utilization & Review:
• Confer with the MIG, First Deputy MIG, and/or other executive-level managers to define and oversee the implementation of division priorities, projects, initiatives, and long-term goals and objectives.
• Direct and oversee the day-to-day operations of DSUR’s two Bureaus: Bureau of Business Intelligence and Bureau of Third-Party and Payment Oversight.
• Provide direct supervision and mentoring to Bureau Directors, ensuring consistency and coordination between bureaus, and communicating executive directives, priorities, preferences, and approach. Promote an atmosphere of inclusiveness and respect, professional motivation and continuous learning.
• Provide a high level of programmatic knowledge and assist with applying it to novel, sensitive, and high-profile or critical issues.
• Develop policies, standards, and processes that clarify and streamline the DSUR’s activities and services.
• Evaluate DSUR activities and functions or effectiveness and efficiency; recruit, realign or redeploy resources as appropriate; recommend and/or implement procedural or process improvements, as necessary.
• Provide expert oversight and services in the areas of data mining, analytics, and contract audit activities.
Perform high-level contract oversight:
• Identify, evaluate and interact with federal, state or local agencies or their contractors to access new or enhanced data streams or systems to improve data analysis capacities or improve program integrity capabilities.
• Support the procurement, direction, oversight and evaluation of program integrity contractors to ensure consistency with state and agency policies to operationalize integration to maximize performance while minimizing administrative burdens for the state or abrasion for Medicaid providers.
Represent OMIG with internal and external stakeholders:
• Form and maintain collaborative relationships with other governmental entities, such as Department of Health, contract staff, or other stakeholders.
• Oversee the preparation of periodic progress reports, metrics, and status of ongoing projects to executive leadership. Participate in regular meetings with other Deputies and/or the executive leadership team.
• Assist the MIG, First Deputy, and other staff in developing, preparing, and coordinating internal and external communications, metrics, reports, or other projects, as directed.
• Represent OMIG at external training and educational events, professional associations, or other organizations. Prepare presentations and educational materials as appropriate and directed.
Minimum Qualifications Preferred Qualifications:
The ideal candidate will possess a bachelor’s degree and/or advanced degree and at least nine years of professional experience working in, or with, New York State (NYS) government, including at least four years of experience with the management and supervision of subordinate staff. Excellent oral and written communication skills are also required. Experience with the Medicaid program and its information systems is preferred
Additional Comments Full-time, exempt. Salary within the posted range will be commensurate with experience. This is an appointment to a position in the exempt jurisdictional class. All exempt appointments require completion of a background check prior to appointment, and completion of an annual Financial Disclosure Statement. Incumbents serve at the pleasure of the appointing authority, and the employment relationship can be altered at any time by either party.
