Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of an Information Technology Specialist 4, the project assistant will act as a technical lead on the DMV Data Quality product development workstream, and will be responsible for staging, cleansing, and sanitizing DMV data for the DMV Transformation effort. The DMV Data Quality project is a critical project that is central to DMV’s ability to implement the DRIVES system on the timeline being reported to the Governor’s office.
Duties include but are not limited to:
• Plan and design ETL development projects, including strategic architecture, design, and implementation.
• Design and create logical and physical data models using Erwin data modeling software.
• Support integration and tuning connections with data sources such as DB2, SQL Server, and Mainframe data files.
• Adapt to demands required to meet vendor data migration schedule/needs.
• Perform Quality Assurance between ITS/Vendors to ensure/review procedures/processes (deliverables) are followed to mitigate or reduce risk of DMV data.
• Identify business rules for data migration and perform data administration through data models and metadata.
• Perform Data migration tasks from legacy data sources such as DB2, SQL Server, and Mainframe data files to SQL Server.
• Create jobs for data migration using IBM Infosphere DataStage independently as well as in a team environment.
• Support and fix issues in the ETL packages.
• Translate business requirements into data models.
• Communicate and collaborate with both technical and non-technical stakeholders.
• Perform a full range of supervisory duties.

Minimum Qualifications (5) Five years of IT experience in various applications, data management, and development functions such as ETL pipeline tools; IBM DataStage, Erwin Data Modeling, DB2, SQL Server and mainframe data files, data migration tasks from multiple platform legacy data sources to SQL Server, SQL Server Management Studio, and designing and implementing complex data models.

The following degrees may substitute for the general experience as indicated:

• Associate’s degree and four years of experience
• Associate’s degree including 15 semester credit hours in computer science and three years of experience
• Bachelor’s degree and three years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and two years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience

Additional Comments Some positions may require fingerprinting.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.

For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
