Duties Description This position will serve as the director of the Buffalo Regional Office (BRO which serves as the oversight entity for child protective services, preventive services, foster care services, adoption services, and domestic violence services in western New York. BRO is responsible for developing and implementing a rigorous and comprehensive continuum of monitoring activities associated with the child welfare system within this expansive eight county region.
Duties include
• Serve as OCFS’s primary liaison to the Buffalo Region and provide leadership and management to the Buffalo Regional Office (BRO).
• Manage and supervise professional and secretarial staff supporting the OCFS core functions across a large region.
• Responsible for leading BRO staff charged with providing consistent and active monitoring of districts and contracted agencies providing services associated child protective, preventive, residential care, and adoption.
• Supervises the OCFS staff who license and provide oversight of the adoption, foster care and domestic violence service agencies located in Buffalo Region.
• Responsible to be part of a team of internal and external stakeholders when needed to improve outcomes for the Buffalo Region child welfare system.
• Provide supervision of the staff investigating complaints from citizens, parents, federal, state and local officials about the Buffalo Region child welfare system.
• Work collaboratively with other OCFS regional offices on special projects, program enhancements, and systems improvements.
• Responsible for monitoring critical incidents and restraints and other key safety metrics on a daily basis.
• Will balance OCFS oversight approach to address the need of youth and families and maintain accountability in the Buffalo Region child welfare service system.
• Maintain an effective relationship with county leadership, participate in committees, provides support and feedback about emerging practice initiatives.
• Responsible for supporting effective communication systems between OCFS, Buffalo Region districts, and provider agencies.
Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
