Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for a Supervisor of Educational Testing position in the Office of State Assessment. The incumbent of this position will oversee the test development and administration of Regents Examinations in mathematics and science. This office is responsible for the development and statewide administration of all State examinations for elementary, intermediate, and high school students. Duties of this position will include, but are not limited to, the following:

• Supervise the work of the mathematics and science teams on the development of secure tests and materials for Regents Examinations in these content areas, in addition to ensuring the timely completion of all assigned work, time sheets, probationary reports and performance evaluations;
• Provide leadership and training to staff in establishing procedures, planning, and conducting test development and/or administration activities with contractors for such services as range finding, standard setting, and item mapping;
• Coordinate and participate in quality control processes to ensure assessments meet established criteria from sources such as the United States Department of Education, the Standards for Educational and Psychological Testing, and industry best practices;
• Partner with the BOCES, districts, unions, professional associations, cultural institutions, and institutions of higher education to develop field- and public-facing guidance for state assessments; and
• Maintain, through ongoing research and networking, expertise in the trends in state, national, and international standards, curriculum, and assessment development, including emerging technologies and data systems to support instructional practices.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Educational Testing.

Section 70.1 Transfer: Candidates must meet the eligibility requirements and have one year of permanent competitive or 55b/c service in any of the Professional Educator Titles (Grade 26 or 28), as indicated here: http://www.nysed.gov/hr/section-701-transfer-determinations-between-professional-educator-titles-grade-22-26-and-28.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position will require 10% in-state/Statewide travel.

This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
