Duties Description The Health Program Investigation Specialist 1 (HPIS 1) will operate under the general supervision of the Chief Investigator of the Bureau of Special Investigations (BSI). The incumbent will be responsible for the training, administration and coordination of staff investigative casework focused on fraud, abuse, prevention, detection and prosecution related to the programs of the Division of Nutrition. The HPIS 1 will also be responsible for the supervision of BSI staff which may include investigators conducting formula audits on vendors or investigating individuals who wish to or are participating in the Woman, Infants and Children (WIC) Program, as well as supervision of Compliance Assistants who conduct covert investigations.
The management of investigations, particularly those involving complex cases, and the supervision of field staff involve highly sensitive and confidential tasks which requiring the ability to work independently at a high level. This position represents the Bureau when providing information to WIC staff and contractor staff regarding investigative findings. The incumbent will be required to prepare written reports on the status of cases and independently coordinate and conduct more complex investigations, as assigned. The incumbent may also be required to testify at administrative and/or criminal proceedings on behalf of their own cases or those of their subordinates.
Minimum Qualifications Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent, competitive status as a Health Program Investigation Specialist 1, Grade 22.
Transfer: Current NYS DOH employee with one year or more of permanent or contingent permanent, competitive service as an Investigative Specialist 2 (Professional Conduct), Grade 23.
Promotion Provisional: Current NYS DOH employee with one year or more of permanent or contingent permanent, competitive service or 55-b/c service in a qualifying title as listed on the last Civil Service promotion examination announcement: https://www.cs.ny.gov/announarchive/announcements/38-127010.cfm.
Preferred Qualifications:The candidate should have excellent written and verbal communication, organizational, and analytical skills. They should demonstrate the ability to work independently and prioritize multiple assignments to maximize the effective use of time and resources. The candidate should have experience in field investigations and a background in criminal justice. They should be skilled in conducting interviews, obtaining sworn statements, collecting and processing evidence, and documenting investigative finding through detailed narrative reports. Proficiency in Microsoft Office programs, including Word, Excel, Access, and Outlook, is also expected.

These positions require field work. Extensive overnight travel may be required. Candidates considered for some positions within the Department of Health will be required to possess a valid driver's license at the time of appointment and continuously thereafter. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service in qualifying titles as described on the last Civil Service promotion examination held for this title, #38-687-127010 . If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Location Pay - Downstate Adjustment is provided to employees who work in applicable areas in the amount of $4,000.
This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
