Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for an Education Credentials Specialist 2. This Bureau of Comparative Education assists the Board of Regents and the Department in the educational review of academic programs and licensure applicants in the 50+ professions governed under Title 8 of Education Law. Under the general direction of the Director of Professional Education, duties of this position will include, but are not limited to the following:

• Evaluate and make independent judgments regarding pre-professional and professional education and training, including complex licensure applicant cases;
• Evaluate and consult with the Executive Secretaries of State Boards for the Professions, as appropriate, and make recommendations regarding professional education programs submitted for approval in New York State;
• Formulate and update guidelines and evaluation forms for evaluation of non-traditional educational programs for determining equivalency to licensure-qualifying programs for designated professions;
• Supervise the work of Education Credentials Specialist 1's, as assigned;
• Scrutinize education documents received in support of applications, make judgments regarding authenticity and direct receipt, including those referred by Education Credentials Specialist 1's and bring to the attention of the Education Credentials Specialist 3 any documents which do not appear legitimate;
• Prepare, in consultation with Executive Secretaries of State Boards for the Professions, licensing petitions for consideration by the Committee on the Professions and/or the Board of Regents;
• Advise state, national, and non-governmental agencies concerning professional education policies, procedures and practices in New York State;
• Prepare correspondence, memoranda and notes related to evaluation of professional education programs and education of applicants for licensure; and
• Maintain current and relevant historical materials, conducts research, and prepares reports, as requested.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service as n Assistant in Professional Education or Assistant in Teacher Education.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Education Credentials Specialist 1. Provisional candidates must take the examination for Education Credentials Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent competitive appointment or a temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Provisional candidates must take the examination for Education Credentials Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $109,650 based on annual performance advances. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
