Duties Description Serves as Habitat Bureau Chief and supervises Habitat Restoration and Habitat Protection sections managed by Biologists 3, and a staff of Biologists 2, and Biologists 1; has statewide responsibility for the administration, supervision, and direction of the habitat protection and restoration programs in the Division of Fish and Wildlife (DFW). The Bureau of Habitat coordinates habitat protection programs and restoration of remediated sites statewide and seeks opportunities to leverage habitat management and enhancement work done by other division programs to foster a holistic approach to habitat conservation that benefits fish, wildlife, and the public.
Candidate should have rigorous scientific training and experience in fish and wildlife ecology and management and should be prepared to keep abreast of innovations and emerging scientific and technical discoveries in habitat protection, management, and restoration. Incumbent will coordinate personnel and fiscal management, planning, and policy development and analysis for the bureau, and provide supervision and guidance to program leads. Duties include:
•administration, supervision, and direction of the statewide Bureau of Habitat program including management, monitoring, and research.
develop scientifically sound environmental standards and criteria for fish and wildlife in cooperation with species and taxa experts;
design environmental impact assessments prepared by staff and recommend action on or establishing conditions for environmental permits and nation-leading mitigation solutions;
oversee the development and implementation of the Article 24, Article 15, and Water Quality Certification programs;
assume statewide responsibility for energy transmission and interact closely with other bureaus within DFW and with the Office of Renewable Energy Siting and Electric Transmission; and
oversee implementation of statewide habitat restoration efforts for remediated sites.
•oversee bureau planning, programming, personnel, and budgeting;
•oversee development of policies, procedures and guidance for the bureau’s program areas;
•represent the bureau in departmental meetings, public meetings, and in communications with other governmental agencies and the public;
•participate in decision-making for management of the Division; and
•advise and support the Director, Assistant Director, and the Deputy Commissioner for Natural Resources.
The Habitat Bureau Chief will work across bureaus and divisions to develop a statewide Habitat Strategic Plan to focus the agency on habitat protection and restoration efforts that promote resilient natural resources for fish, wildlife, and communities. This effort will guide future mitigation strategies and habitat investments. The incumbent will work with communities to promote habitat resilience and sound habitat protection, restoration, and enhancement strategies as the state adapts to the impacts of climate change.
The Habitat Bureau Chief serves as a strategic advisor to the Division Director and is a senior member of the Division Management Team, working closely with the other Bureau Chiefs and Assistant Division Director to manage the activities of the entire Division. Members of this Team are expected to work collaboratively and to address the needs of both the bureau and Division. Successful candidates will demonstrate an understanding of the workings of the Division and contribute to the vision for future success.
The Bureau Chief is expected to foster teamwork, collaboration, innovation, cooperation among staff, including fostering a culture of inclusiveness, equity, and respect, mentoring staff and encouraging professional development. Successful candidates will have a plan to integrate central office and regional staff within the Division and agency teams.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
