Duties Description This Health Care Finance Program Manager 1 will act as an Assistant Bureau Director in the Division of Finance & Rate Setting, Bureau of Managed Long Term Care Rate Setting, and is responsible for the oversight and development of several funding mechanisms including the Consumer Directed Personal Assistance Program (CDPAP) Statewide Fiscal Intermediary (SFI). Additionally, the HCFPM1 will oversee and evaluate rates for all Managed Long-Term Care (MLTC) programs including Partial Capitation, MAP, MA, PACE and the FIDA demonstration. Duties include, but are not limited to: Manage a team responsible for setting the Medicaid MLTC rates which is primarily driven by MLTC plans managing home care services (CDPAP/FI, Personal Care, CHHAs); Ensuring that Bureau staff and supervisors provide accurate rate setting information to health care providers, health plans, health care associations, control agencies, health care advocates, and other DOH programs; Develop and implement policies and standards for MLTC rate setting; Oversee data collection and analysis efforts related to MLTC rate setting management and evaluation, using this information to inform policy and decision-making; Represent the Bureau in stakeholder meetings, interdisciplinary teams, interagency work groups, and conferences related to MLTC MRT implementation, integrated care, and Value-Based Payment (VBP) issues, providing expert insights and recommendations; Partner with other units, programs, agencies, providers, health plans, and advocacy groups to develop, implement, design, or redesign MLTC rates, ensuring collaboration and alignment with organizational goals; Develop and coordinate MLTC rate setting methodologies based on changes in policy, regulations, projects, and procedures, ensuring accuracy and compliance with regulations.
Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Care Financing Program Manager 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Health Care Financing Program Manager 1. NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and four years professional* experience in finance. One year of this experience must be in the management and supervision of health care financing, including any of the following: health care facility reimbursement, managed care capitation models, health care fiscal analysis, or health care fiscal policy development. This one year must include making policy recommendations regarding health care financing mechanisms and must include the oversight of staff who have supervisory responsibilities for professional staff. *Clerical or secretarial experience will NOT be considered qualifying.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Knowledge of NYS public health insurance programs including Medicaid Managed Care and Managed Long Term Care, as well as capitation payment rate setting methodology including quality and value based payment strategies. The Health Care Finance Program Manager will have experience in health finance and budgeting as well as developing and implementing financing strategies.
