Duties Description Under the supervision of the Bureau Director, the Addictions Program Specialist 4, will assist with the development and implementation of statewide initiatives and projects focused on addressing social needs within the Bureau of Recovery and Social Needs, including supportive housing, recovery residences, non-medical transportation, employment supports and services, and data for the Bureau. These duties include, but are not limited to:
• Monitor and provide oversight to assigned staff, ensuring tasks are completed efficiently and effectively.
• Establish and enforce project compliance standards, timelines, and measurable outcomes.
• Build and maintain collaborative relationships with external agencies and community-based service providers.
• Represent the Bureau in matters related to social needs.
• Develop reports and tracking tools to monitor progress and outcomes of initiatives and oversee data and information management.
• Assist in organizing and executing events such as conferences, forums, and meetings.
• Oversee staff, ensure compliance with program timelines and metrics, and foster strong partnerships with community-based organizations.
• Additional duties as assigned.
*Some travel required – approximately 20%


Minimum Qualifications Permanent status as an Addictions Program Specialist 4 and interested in transfer; or reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 4; or eligible to transfer via Section 52.6 of the Civil Service Law (i.e. Associate Budget Examiner, Chief Budgeting Analyst, Principal Administrative Analyst, Principal Municipal Financial Analyst and other titles.)

In the event that a canvass of the eligible list for Addictions Program Specialist 4 in this location results in less than three candidates willing to accept the position, the agency may consider making a provisional appointment. To be considered for provisional appointment, candidates must meet the following qualifications: must have one year of permanent or contingent permanent service as a permanent competitive or 55-b/55-c service as an Addictions Program Specialist 2, Addictions Program Specialist 2 (Gambling), or Addictions Program Specialist 3.

In the event that a provisional appointment is made, the provisional employee will need to successfully complete the competitive examination for Addictions Program Specialist 4 when next given and be reachable for appointment on the resulting eligible list. If the provisional employee does not pass the competitive examination, or is not reachable for appointment, they may not be able to be retained in the position.

Non-Competitive (NCP) under Section 52.7 of the Civil Service Law: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates within OASAS apply for the position is three or less, a permanent appointment may be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications as outlined in the provisional qualifications.

Additional Comments * The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
