Duties Description POSITION DESCRIPTION: State Operations Administrator

The incumbent of this position will exercise administrative responsibility for 27 residential homes, 1 day program and 3 suspended homes. The incumbent is responsible for oversight of approximately 183 individuals within the Westchester County Catchment area. There are several homes in the catchment area including two medically enhanced sites serving up to 24 individuals who need 16- and 24-hour nursing care. Additionally, there are 4 homes, with a capacity of 12 individuals each, which provide more nursing support and care than the standard IRA.

PRIMARY DUTIES AND RESPONSIBILITIES:

This position involves oversight of a large number (approximately 350) of staff in direct care, clinical and administrative support titles as well as direct supervisory responsibility for 6 Treatment Team Leaders. The incumbent also supervises a social worker who is tasked with providing clinical support to high needs individuals.

Furthermore, oversight responsibility extends to management of staffing and fiscal resources, addressing physical plant issues and ensuring that all programs comply with all regulatory requirements. The incumbent will ensure subordinates carry out oversight responsibilities for Medicaid billing programs to reduce voids and dis-allowances within the Westchester County Catchment area. The incumbent will ensure subordinates oversee incident management within their assigned teams to ensure adequate protections are put in place. The incumbent will ensure subordinates provide overtime management of their assigned team to reduce the costs associated with the large number of vacancies within the district. In addition, the DDPS4 is responsible for the management of residential vacancies ensuring that individuals in priority need of services are screened for existing and anticipated vacancies and ensuring that the placement process proceeds actively.

The incumbent is expected to not only provide Administrator on Call responsibilities for the entire district on a rotational basis, but also to be available at any time in the event assistance is needed in response to an emergency. The DDPS4 is moreover required to visit homes and program sites on a weekly basis and document such visits. The incumbent oversees the overtime hours for the district by assessing reports and communicating the findings to leadership.

The incumbent of this position is expected to develop strong working relationships with families and advocates, other department heads, the union leadership, the Board of Visitors, CAB representatives, the Division of Quality Management and others who are involved with the individuals or with the overall operation of the homes. The DDPS4 will actively participate as a member of the DDSOO’s leadership team and provide dynamic leadership to the residential teams in the district.

Minimum Qualifications Must currently be a permanent Developmental Disabilities Program Specialist 4 and interested in transfer.

OR

Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 4.

OR

One year of permanent competitive or 55 b/c service in a salary grade 27 or higher and eligible for 70.1 transfer as determined by the Department of Civil Service.

Additional Comments • Please note that starting salary for this title reflects the Mid-Hudson adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 63 ($115,283) and Mid-Hudson adjustment ($4,000). Mid-Hudson adjustment is added to the job rate ($145,682).
