Duties Description The incumbent will serve as the Unit Manager for the Natural Resources and Training Unit within the Regional Support Section in the Division of Environmental Permits (DEP). Specific duties will include serving as project manager for a variety of natural-resource focused permit projects, including developing, modifying, and reissuing general permits and associated implementation guidance and instructions for staff and the public; reviewing environmental reports and applications; preparing written comments; coordinating and facilitating meetings; communicating with the public, applicants and program staff; tracking project milestones; drafting environmental permit conditions; managing, developing, and implementing division-wide training opportunities, information and guidance resources and outreach and guidance to regulated entities, such as state, federal and local agencies on DEC permit jurisdictions and processes; providing support and guidance on various other permitting projects, State Environmental Quality Review Act (SEQR), Uniform Procedures Act (UPA), program regulations and policies, as assigned; supervising Environmental Analyst 1’s and trainees; and other duties, as assigned, to support the Regional Support Section Chief, the Chief Permit Administrator, Division Director, and Regional DEP Offices.

Essential Functions:

Good written and verbal communication skills. Ability to use variety of information management systems, databases, and geographic information systems (GIS). Ability to use desktop and laptop computing

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC.

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Eligible for Transfer Under Section 70.1 - One year of permanent competitive service as an Environmental Program Specialist 2.

Preferred Qualifications:

Coursework and/or experience include environmental or natural sciences. Demonstrated problem solving skills. Experience with training and outreach. Familiarity with the Microsoft Office suite.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.
