Duties Description The Health Care Surveyor 3 (HCS3) in the Capital District Regional Office will participate in a range of activities, which include conducting complaint investigations or on-site surveys of health care settings and providers to determine compliance with Federal and State rules and regulations. This position is an integral part of the survey team and will be responsible for the facilitation and coordination of activities in the field and will serve as a team leader for on-site surveys. In addition, the HCS3 is responsible for educating and instructing new surveyors on the team. This person will also provide direct supervision to HCS2 staff, including performance reviews. The incumbent will also perform quality assurance reviews of complaint investigations of home care agencies and enforcements as needed.

Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as Health Care Surveyor 3(Nursing) G22, and able to meet the below non-competitive requirements.

Non-Competitive Candidates: Possession of a license a
and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute forgone year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Knowledge of State and Federal home care regulations. Experience with complaint investigations and on-site surveys in health care settings. Excellent written and verbal communication skills. The ability to communicate effectively with team members and leadership.

Additional Comments This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
